Biopolitics of Security, Immunitas and International Relations

Abstract

From the outset, IR literature has assumed a complex relationship between inside and outside borders. As early post-structuralist approaches have demonstrated, the inside/outside dichotomy in mainstream theories is fundamentally linked to a particular conception of security based on the separation of the secure inside space from the supposedly insecure exterior. This classical understanding of security establishes and legitimizes a particular form of relationship between the state and society based on security. While there has been a clear shift in the literature from traditional approaches focusing on military capabilities to studies that examine security in a broader perspective, including economic, social, and environmental dimensions, the relationship of security to modern forms of socialization has been overlooked. The new form of power, which Foucault refers to as the "apparatus of security," internalizes security relations into the mechanisms and practices of power through a set of political rationalities, epistemologies, and ontologies. This results in a relationship between security and modern forms of socialization, whereby security mechanisms are related to socialization practices, epistemologies, and social institutions that are characteristic of modern society. This study will analyze the transformation of society and its practices of coexistence into a security mechanism through Esposito's concept of immunitas, and attempt to create a intellectual space for discussion on the transformation of modern society into an "immunity mechanism." Such a discussion will highlight the potential for examining and discussing the relationship between security, state sovereignty, and social practices of “living together” from a different perspective.

Güvenliğin Biyopolitikası, Immunitas ve Uluslararası İlişkiler

Abstract

Uluslararası İlişkiler literatürü en başından beri iç ve dış sınırlar arasında karmaşık bir ilişki olduğunu varsaymıştır. Erken dönem post-yapısalcı yaklaşımların gösterdiği üzere, ana akım teorilerdeki iç/dış ikilemi temelde güvenli iç mekânın güvensiz olduğu varsayılan dış mekândan ayrılmasına dayanan belirli bir güvenlik anlayışıyla bağlantılıdır. Bu klasik güvenlik anlayışı, devlet ve toplum arasında güvenliğe dayalı belirli bir ilişki biçimi kurar ve meşrulaştırır. Literatürde askeri kapasitelere odaklanan geleneksel yaklaşımlardan, güvenliği ekonomik, sosyal ve çevresel boyutları da içeren daha geniş bir perspektifte inceleyen çalışmalara doğru belirgin bir kayma yaşanırken, güvenliğin modern toplumsallaşma biçimleriyle ilişkisi güvenlik tartışmasının ana odağı olmadığı görülmektedir. Foucault'nun "güvenlik aygıtı" olarak adlandırdığı yeni iktidar biçimi, bir dizi siyasi rasyonalite, epistemoloji ve ontoloji aracılığıyla güvenlik ilişkilerini iktidar mekanizmalarına ve uygulamalarına içselleştirmesi sürecinin izini sürer. Bu da güvenlik ve modern toplumsallaşma biçimleri arasında belirli bir ilişki biçimine yol açmakta, güvenlik mekanizmaları modern toplumda içselleşen bir arda yaşam pratikleri, epistemolojiler ve sosyal kurumları olarak ortaya çıkmaktadır. Bu çalışma, Esposito'nun immunitas kavramı üzerinden toplumun ve bir arada yaşama pratiklerinin bir güvenlik mekanizmasına dönüşümünü analiz edecek ve modern toplumun bir "bağışıklık mekanizmasına" dönüşümü üzerine bir tartışma zemini oluşturmaya çalışacaktır. Böyle bir tartışma, devlet egemenliği ve toplumsal pratikler arasındaki ilişkinin farklı bir perspektiften incelenmesi ve tartışılması potansiyelini öne çıkaracaktır.
