Abstract

ASTA kanunu suçun işlendiği yerden ve mağdurun ya da suçlunun vatandaşlığından bağımsız olarak belirli suçlarda evrensel yargılama yetkisinin bir tezahürüdür. Bu belirli suçlar suçun ağırlığı ve uluslararası topluma verdiği zarara göre uluslararası anlaşmalarla ve prensiplerle belirlenmiştir. Bu devletleri bağlamaktadır ve iç hukuklarında bu suçluları kovuşturmak için yasal düzenlemeler yapmışlardır.
