DOĞA KÖKENLİ AFETLERDE GÖÇMENLERİN TÜRK HABER MEDYASINDA TEMSİLİ: 06 ŞUBAT 2023 KAHRAMANMARAŞ DEPREMLERİNDE SURİYELİ SIĞINMACILARA İLİŞKİN HABER ÇERÇEVELERİ

Öz
Afetler toplumların yapısını derinden etkileyen zararlı ve geniş yıkıma neden olan ani olaylardır. Afet bilgi içeriği, afet zamanlarının, toplumsal tepkilerin ve kamuoyunun objektif bir haritasını oluşturmaktadır. Afetler tüm toplumu etkilese de göçmen nüfuslar genellikle afetlerde ve kriz dönemlerinde çoğunluk nüfusa göre çok daha savunmasız bir grubu temsil etmektedir. Afet araştırmaları sıklıkla göçmenlere değil vatandaşlara odaklanma eğilimindedir. Göçün giderek küresel bir sorun haline gelmesi ve felaketlerde göçmenlerin yaşamlarının güvence altına alınmasının önemli ve acil bir politika gerektirmesi, bu çarpık bakış açısının yeniden gözden geçirilmesini önemli bir zorunluluğa dönüştürmektedir. Etkili risk, kriz ve afet iletişimi bu topluluklara verilen zararı azaltmanın kritik yolunu inşa etmektedir. Bu konuda en önemli görevlerden biri de medyaya düşmektedir. Afet iletişim ekolojisi içinde önemli aktörlerden biri olan medyanın göçmenlere yönelik yaklaşımı ve haber çerçeveleri toplumun göçmenlere yönelik bakış açısını şekillendirmektedir. 06 Şubat Kahramanmaraş depremleri medyanın afetlerde sığınmacıları nasıl haberleştirdiğini analiz etmek için önemli bir vaka çalışması sunmakta ve mevcut literatüre katkı koymaktadır. Bu amaçla çalışma, 06 Şubat Kahramanmaraş merkezli depremlerde Suriyeli sığınmacıların medyada nasıl temsil edildiğini haber çerçeveleme teorisi bağlamında analiz etmeyi hedeflemektedir. Araştırma kapsamında Türkiye’de günlük olarak yayın yapan ve farklı ideolojilere sahip olan Yeni Şafak, Hürriyet ve Sözcü gazetelerinin internet haber siteleri örneklem olarak seçilmiş, sığınmacılar ile ilgili yayınlanan toplam 51 haber niceliksel ve niteliksel olarak içerik analizi yöntemi ile analiz edilmiştir. Çalışmanın zaman çerçevesi depremin meydana geldiği 06 Şubat 2023 tarihinden 28 Şubat 2023 tarihine kadar olan iki haftalık süre ile sınırlandırılmıştır. Elde edilen bulgular 06 Şubat Kahramanmaraş depremlerinde örneklem olarak belirlenen gazetelerin Suriyeli Sığınmacılar ile ilgili haberleri kendi ideolojik yaklaşımlarına bağlı olarak çerçevelendiklerini ve kamuoyunu bu çerçeveler üzerinden yönlendirmeye çalıştıklarını ortaya koymaktadır.
