İSVİÇRE YEREL YÖNETİM YAPISI VE KOMÜNLER

Abstract

İsviçre, tarihsel, toplumsal ve yönetsel birçok
nedenden ötürü nev’i şahsına münhasır bir devlettir. İdari yapılanması ve
özellikle de yerel yönetimler yapılanmasının farklılığı ve yerel demokrasi
mekanizmasının işletilmesinde açık ara dünya lideri olması, bu çalışmanın
ortaya çıkışının temel nedenidir. Bu çalışmada İsviçre yerel yönetimlerinin
önemli bir unsuru olan belediyeler (komünler) ele alınmıştır. Komünlerin idari
ve mali yapıları ve işleyişleri incelenmeye çalışılmıştır.
Sonuç kısmında ise, güçlü yerel yönetimler-yerel demokrasi ilişkisinin her iki
tarafın da birbirini desteklediği ve geliştirdiği bir ilişki türü olmasından
hareketle, başta Türkiye olmak üzere demokrasisini ve yerel yönetimlerini
güçlendirmek isteyen ülkelerin, kendi yerel yönetim mekanizmalarını inşa/revize
ederken İsviçre yerel yönetim yapılanmasından yararlanabilecekleri
belirtilmiştir.
