Gemilere Yönelik ISPS Kod Uygulamalarının Değerlendirilmesi

Abstract

Son zamanlarda artış gösteren deniz haydutluğu saldırılarına rağmen küresel ticaretin %80’lik bölümü deniz yollarıyla yapılmaktadır. Dolayısıyla limanların ve gemilerin güvenliğinin sağlanması gün geçtikçe önem kazanmaktadır. Deniz yollarından gelebilecek saldırılara karşı Birleşmiş Milletler’in denizcilikten sorumlu organizasyonu olan Uluslararası Denizcilik Örgütü (IMO) tarafından ISPS Kod (International Ship and Port Facility Security Code) ortaya konulmuştur. ISPS kod, dünya denizcilik sektöründe güvenlik kurallarının en güncelidir. 1 Temmuz 2004 yılından itibaren tüm Birleşmiş Milletlere üye devletlerde uygulanmaya başlanmıştır. Güvenlik konusunda önemli olan teknolojik yatırımlar değil, uluslararası ve ulusal güvenlik ile ilgili kuralların bütünlüğüdür. ISPS kod, gemilerde ve limanlarda güvenlik uygulamalarına değer katmaktadır. Bu çalışmada ISPS kodun Türkiye’nin gemilerinde uygulama durumu değerlendirilmiştir. ISPS Kodun gemilerde uygulayıcısı konumunda olan Liman Tesis Güvenlik Sorumlusu unvanını taşıyan 80 görevliye anket çalışması yapılmıştır. ISPS kodun limanlar ile gemilerde uygulanmasının beraberinde getirdiği güvenlik, çevre ve emniyet açılarından mevcut durum yorumlanmıştır. Sonuç olarak Sahil Güvenlik Teşkilatı’na ISPS Kod uygulama ve denetimi sorumluluğu verilmelidir.

Evaluation of ISPS Code Implementations Performed For Vessels

Abstract

Eighty percent of global trade is carried out by sea, despite recently increasing banditry attacks on maritime. Therefore, ensuring the safety of cargo and cruise ships is becoming increasingly important. The ISPS Code (International Ship and Port Facility Security Code) was put forward by the International Maritime Organization (IMO), the United Nations' Maritime Organization responsible for maritime attacks. ISPS Code is the most up-to-date of safety rules in the world maritime sector. It has been implemented in all United Nations member states since 1 July 2004. It is not technological investments that matter about security, but the integrity of the rules related to international and national security. ISPS Code adds value to the security practices of ships. In this study, the application status of the ISPS Code on Turkish-flagged vessels was evaluated. A survey study was conducted for 80 officers in charge of Port Facility Security, who are practitioners of the ISPS Code on ships. Using the obtained survey data, the current situation was discussed in terms of safety, environment and security caused by the implementation of the ISPS Code on ships.
