Avusturya'da Erken Çocukluk Müdahalesi

Abstract

Avusturya'daki erken çocukluk müdahalesinin durumu farklı sistemler düzeyinde (yasal durum, organizasyon, somut süreç) analiz edilmektedir. Yetersizliği olan çocuklar ya da risk altında olanlar ile kısmen ve belirli bir dereceye kadar sosyal olarak deavantajlı aile ortamında bulunan çocuklar erken çocukluk müdahalesi için hak kazanmaktadır. Dokuz eyalet yasasına göre, Avusturya'daki erken çocukluk müdahale yapısı heterojendir. Ortak anahtar terimlerle ilgili, çocuğun yaşı (0-3 ya da 6) ve ev temelli hizmetler, fikir birliği bulunmaktadır. Belirsiz gelişimsel gerilikleri veya hassasiyetleri olan çocukların sayısının artmasından dolayı, gelecekteki zorluklar hassas hedef grubun erken tanılamasında toplum temelli ağlarla (sosyal çalışmacı, zihin sağlığı uzmanları) iletişimin artırılması üzerine odaklanmaktadır (www.strong-kids.eu).

Early Childhood Intervention in Austria

Abstract

The situation of early childhood intervention in Austria is analysed on diverse systems level (legal situation, organisation, concrete procedure. Children with disability or at risk of being disabled qualify for early childhood intervention as well as partly and to some extent also children in the context of socially disadvantaged families. Based on nine provincial laws, the structure of early childhood intervention in Austria is heterogeneous. A consensus regarding key terms, the age of the child (0- 3 or 6), and home-based services exists. Future challenges focus on early identification of vulnerable target groups by increased communication with community based networks (social worker, mental health specialists) as the number of children with unspecific developmental delays or vulnerability will increase (www.strong-kids.eu).
