Abstract
Known for his struggle in the triangle of Azerbaijan, Ottoman Empire and Iran, Karabekof started his political life in 1905. Karabekof, who participated in the first congress of the Muslims of Russia, is a member of İttifaku'l-Muslimin and one of the leaders of the Difai Cemiyeti. Although he was accused of being a Russian spy, as a result of the investigation conducted by the Baku Consulate it was determined that the espionage charges were devoid of serious grounds and that these accusations were produced by his political rivals. Karabekov, who was involved in important activities related to Iran, entered the "Tahlis-i Iran" Society, which was first established in Baku, and worked to save Iran from the Russian yoke. Continuing his activities in Istanbul, Karabekof organized an international conference on Iran with the participation of many intellectuals. Karabekov, who organized an international conference on Iran in Istanbul, also pioneered the establishment of an association called "İttihâd-ı İslam Cemiyeti". Hikmet newspaper was published in Istanbul on behalf of this society. Claiming that insensitivity about Iran would cause serious harm to the Ottoman Empire Karabekof convinced the leaders of the Union and Tarakki in this regard and carried out various activities in Iran with their support. Karabekof, who was a supporter of the constitutional monarchy, argued that the only solution for Iran was to return to freedom, justice and equality, which are the essential elements of Islam.
