Refah Devleti Işığında Sağlık Hizmetleri ve Türkiye’de Sağlık Sektöründeki Gelişmeler

Öz

Sosyal politikanın en önemli araçlarından biri olan sağlık hizmetleri, refah devleti uygulamalarında eğitim ve sosyal güvenlik gibi tüm vatandaşların ulaşması gereken temel bir hak olarak değerlendirilmektedir. Bu çalışmada, refah devletinin en önemli unsurlarından biri olan sağlık hizmetleri uygulamalarında, sosyal politika ve refah devleti ışığında hangi süreçlerden geçildiği ve bu uygulamalarda dünyada gelinen son durum değerlendirilecektir. Buna ilaveten, gelişmiş olan sosyal, liberal ve muhafazakâr refah devleti modellerinde sağlık harcamaları ve hizmetleri OECD ve Dünya Sağlık Örgütü verilerinden faydalanılarak yorumlanacak ve Türkiye’deki rakamlar ile karşılaştırmalar yapılacaktır. Bu çalışma sayesinde, ortaya çıkan veriler doğrultusunda ülkemizde son yıllarda gerek kamu gerekse özel sektör sağlık hizmetlerinde mevcut hükümetin yaptığı yaygınlaştırıcı politikaların durumu ve geleceği ile ilgili projeksiyonlar yapılacaktır.

Health Services in the Light of Welfare State and the Health Sector Developments in Turkey

Abstract

Health care services, one of the most important elements on social policy, are evaluated as a basic right that accessible by all people such as education and social security in welfare state applications. People will be exposed to some difficulties if their basic health services and required cares aren’t met. Especially, the lack of preventive health services will increase health expenses and the number of patients who will not be able to have care easily in the future. In this study, health services, which are the most important factors in welfare state, are evaluated both in terms of welfare state and the current situation in the world. In addition, developed welfare states are studied to understand their approach to health services and expenditures as well as the data of OECD and WHO. In the last section, these data that explain health services and expenditures are compared with those of Turkey to evaluate the current situation and whether Turkey is on the right way in improving its health services.
