البنية الفكرية لنظام الرفاه الاقتصادي بين النظامين الرأسمالي والإسلامي

Abstract

نهدف في هذه الدراسة إلى تحليل البنية الفكرية لنظام الرفاه في الاقتصادين الرأسمالي والإسلامي، والآليات المتبعة في كلا النظامين، ومدى نجاحها في تحقيق الرفاه الاقتصادي للمجتمع، واتبعت المنهج الوصفي الاستقرائي لاستقراء أدبيات البحث، والمنهج المقارن للمقارنة بين النظامين من حيث المفهوم والمنطلقات والآليات المتبعة، وخلصت الدراسة إلى أن النظام الرأسمالي يؤسس مفهوم الرفاه على تحقيق الكفاءة الاقتصادية للسوق، ويستهدف زيادة الطلب الكلي على السلع لإنعاش الاقتصاد والمحافظة على توازنه، دون اعتماد اعتبارات قيمية أو أخلاقية في تأسيسه، ويعتمد على السوق من حيث الأساس في تحقيقه، ولا يمانع من تدخل الدولة لزيادة الطلب، وفي المقابل يؤسس النظام الإسلامي الرفاه على دوافع قيمية وأخلاقية مثل العدالة والمساوة والكرامة، ويتبع آليات مختلفة عن النظام الرأسمالي لتحقيقه، مثل توسيع دائرة المشاركات، والتمويل الاستثماري، وآليات إعادة التوزيع الإلزامية القائمة على أساس زيادة الدخل مثل الزكاة، أو النفقات الاجتماعية الإلزامية، إضافة لقائمة مطولة من الصدقات الطوعية التي أعاد صياغة مفهوم المنفعة الفردية والأنانية بها بما يتلاءم مع المعتقدات الإسلامية في الحياة الآخرة.

Kapitalist ve İslami Sistemler Arasındaki Ekonomik Refah Sisteminin Entelektüel Yapısı

Abstract

Bu çalışma, kapitalist ve İslam ekonomilerinde refah sisteminin entelektüel yapısını, her iki sistemde de kullanılan mekanizmaları ve toplumun ekonomik refahını sağlamadaki başarılarının derecesini analiz etmeyi amaçlamış, araştırma literatürünü tahmin etmek için betimleyici endüktif yaklaşımı ve iki sistem arasında kavram, öncül ve mekanizmalar açısından karşılaştırmalı yaklaşımı izlemiş ve kapitalist sistemin refah kavramını piyasanın ekonomik verimliliğini sağlamaya dayandırdığı ve değer kaygılarını benimsemeden ekonomiyi canlandırmak ve dengesini korumak için mallara olan genel talebi artırmayı amaçladığı sonucuna varılmıştır. Öte yandan, İslami sistem, refahı adalet, eşitlik ve haysiyet gibi ahlaki ve etik motiflere dayandırır ve bunu başarmak için kapitalist sistemden farklı mekanizmaları izler; örneğin, katılım çemberini genişletmek, yatırım finansmanı ve zekât veya zorunlu sosyal harcamalar gibi artan gelire dayalı zorunlu yeniden dağıtım mekanizmaları, bireysel fayda ve bencillik kavramını yeniden formüle ettiği uzun bir gönüllü hayırseverlik listesine ek olarak. Öbür dünyada İslami inançlar doğrultusunda.
