Abstract
At the end o.f First World War when Germany's defeat became definite, a political rapproche111e11t bet1Veen Bulgaria and USA took place. After Bulgaria ca111e out the war by signing an armistice and while she waited peace negotiations to begin, at 2<1" December 1918 in Washington a Memorandum 011 USA 's co11tributio11 to Bulgaria 's political liberation was published. The Memorandum which was focussing on Istanbul Robert College and its staffs' contributions was in contradiction with "Fifty Years in Constantinople and Recollections of Robert College" (1909) headed memories of George Wash bum who was once director of the same College. Jn this regard the mentioned Memorandum which has a historical document character actually is an important example not of exposition but of a comment 011 past events.
