Abstract
ÖZET
Çalışmada, Bilimsel Yöntem tek midir? sorusunun cevabı Lisansüstü Eğitim-Öğretim
Mevzuatında aranmıştır. Sonuçta, Pozitif Bilim anlayışını benimseyen çoğunluğun tek yöntem
savunusunun tersine mevzuatta bilimsel yöntemlerden söz edildiği belirlenmiştir. Çalışmada
öncelikle 2547 Sayılı Kanun tamamı taranarak yöntem kavramının kullanım amacı ve sıklığı,
daha sonra ise, Yüksek Öğretim Kurulu Lisansüstü Eğitim Öğretim Yönetmeliğinin tamamında
kullanılan yöntem kavramının kullanım amacı ve sıklığı saptanmıştır. Bu bağlamda,
Lisansüstü Eğitim Öğretim Yönetmeliğinde Tezli Yüksek Lisans, Tezsiz Yüksek Lisans, Doktora
ve Sanatta Yeterlik Programlarında yer alan programların amacı kapsamı, hazırlanacak
tezin nitelikleri bölümlerinde yöntem kavramının kullanım amacı incelenmiştir. Çalışmanın
son bölümünde bünyesinde hem sosyal bilimleri hem de fen bilimlerini barındıran iki üniversitenin;
İstanbul Üniversitesi ve İstanbul Teknik Üniversitesi Lisansüstü Eğitim Öğretim
Yönetmeliğinde yer alan Lisansüstü Eğitim Öğretim programlarının (Yüksek Lisans, Tezsiz
Yüksek Lisans, Doktora ve Sanatta Yeterlik) amaç ve kapsam bölümleri yöntem kavramı
bağlamında ve de tez hazırlanması gereken programlarda (Yüksek Lisans, Doktora ve Sanatta
Yeterlik) hazırlanacak tezin nitelikleri bölümü yöntem kavramının kullanılması bağlamında
incelenmiştir. Bu incelemeye ek olarak elde edilen sonuçlar Yüksek Öğretim Kurulunun
hazırladığı yönetmeliklerde belirtilen nitelikler ile karşılaştırılmıştır. Sonuç olarak, çalışmanın
kapsamında yer alan üniversitelerin hazırladıkları Lisansüstü Eğitim Öğretim Yönetmelikleriyle
Yüksek Öğretim Kurulunun hazırladığı yönetmelikte yer alan bazı kavramları değiştirdikleri
ve eklemeler yaptıkları saptanmıştır.

ABSTRACT
SCIENTIFIC METHOD IN THE REGULATION OF HIGHER EDUCATİON
Comparing the Postgraduate Education and Training Regulations of Istanbul
University and Istanbul Technical University
In study, the answer of the question; “Is there only one scientific method?” was
researched in the legislation of Postgraduate Education and Training. In conclusion, it's
confirmed that scientific methods were taken place in the legislation on the contrary the plea
of single method accepted by the majority believing in positive science. First of all, in the
study, the purpose of use and frequency of method concept were determined by scanning Law
No. 2547 totally. Then, the purpose of use and frequency of method concept used in the whole
Postgraduate Education and Training Regulation were determined. And then the concept and
the purpose of programs taking place in Postgraduate with Thesis, Postgraduate with non-
Thesis, Doctorate, Proficiency in Art Program in Postgraduate Education and Training
Regulation and the purpose of use of method concept in the parts of qualifications of the thesis
to be prepared were examined. In the last section of study, purpose and concept parts of
Postgraduate Education and Training programs ( Master's Degree, Master's Degree with
Thesis, Master's Degree with non-Thesis, Doctorate and Proficiency in Art) taking place in
Postgraduate Education and Training Regulation of both universities, Istanbul and Istanbul
Technical University holding both Institute of Social Sciences and Institute of Science were
examined in the concept of method. Besides, qualifications of the thesis part in the programs
in which thesis to be prepared ( Master's degree, Doctorate, Proficiency in Art) was examined
in the context of using method concept. In addition to this examination, the results were
compared to qualifications prepared by Turkish Council of Higher Education. It was
determined that some concepts taking place in Postgraduate Education and Training
Regulations prepared by the universities related to study scope and the Regulation prepared by
Turkish Council of Higher Education were changed and added.
