Köy Enstitüleri ve İsmayıl H. Baltacıoğlu’nun Değerlendirmeleri

Abstract

Bu makalede Cumhuriyet’in ilk yıllarında önemli bir sorun olan öğretmen ve özellikle köy öğretmeni yetiştirme girişimlerine, İsmail Hakkı Baltacıoğlu ve İsmail Hakkı Tonguç’un eğitim konusundaki çabalarına dikkat çekilmektedir. Yine makalede, Köy Enstitüleri’nin eğitim açısından gerçekleştirdiği uygulamaların İsmayıl Hakkı Baltacıoğlu’nun eğitim görüşleri, “içtimai okul” anlayışı ile örtüşen ve örtüşmeyen yanları, onun kendi değerlendirmeleri üzerinden verilmektedir. Makalede genel olarak İsmayıl Hakkı Baltacıoğlu’nun kendi eğitim felsefesi ile Köy Enstitüleri’nin eğitim felsefesinin birebir örtüşmediğini belirtmesine karşın, Enstitülerde verilen eğitimi olumladığı ortaya konulmaktadır.

Village Institutes and the Views of İSMAYIL H. BALTACIOĞLU About Village İnstitutes

Abstract

The paper examines the teacher training activities conducted in the first years of the Republic

of Turkey, particularly in village institutes, as well as the views of İsmail Hakkı Baltacıoğlu

and İsmail Hakkı Tonguç about education. Specifically, it discusses the educational activities

of village institutes and Baltacıoğlu’s view of “içtimai okul” (social school). Then, the paper

discusses the difficulties faced and similarities between these two educational approaches,

followed by an examination of Baltacıoğlu’s own evaluation of the topics. Although the

educational philosophy of Baltacıoğlu and that of the village institutes differ, the former

positively approached the educational activities offered by the latter.
