Abstract
Beginning from the 19. century in the West, it can be seen that, a leading role has been given to the youth organizations in application of the projects regarding society. The youth will gain importance as an intermediary category in both, nation-state-building processes and in the modern ideology's adventure of outgrowing which occured later. Many paramilitary youth organizations that have come true synchronous. Scouting from the United Kingdom among them managed to survive peculiarly after World Wars and it has reached a different position as a uniformed movement. Scouting was intruduced to our country in a period of the Empire's struggle to survive and in discussions of modernization problems. It wins recognition in society on the ground of existing equilibrium. It will be studied on scouting that is organized through WOSM and WAGGS in almost all the fields of the world new structures come into being after 1945. Beginning from the founder Baden Powell's life story and his doctrins, including the current structure of scouting in our country we would like to make a contribition to discuss comprehensively a series of topic in the framework of sociology.
