2008 Krizi ve Avrupa Birliği Yeni Yönetişim Kıskacında Endüstri İlişkileri

Abstract

Kapitalizmin
süre gelen krizlerinden biri daha, bugün, 10 yılı aşan zaman diliminde yaşanmış
ve tüm dünyayı etkisi altına almıştır. Bu etkinin politik, ekonomik ve sosyal
açıdan farklı coğrafyalarda, farklı boyutlarda devam ettiği de bir gerçektir.
Bu bağlamda ‘kapitalizmin küresel sistem haline gelmesine bağlı olarak, bu kriz
tarihin ilk küresel ekonomik krizidir’ vurgusu kanımca önemlidir. Bu kapsamda
geçmiş dönem krizlerinin ekonomi politik yapıyı değiştirme, sosyo ekonomik düzeni
ve şüphesiz çalışma ilişkilerini biçimlendirme gerçeği, günümüzün krizi için de
geçerlidir. Kısaca kapitalist dünyada halen rotası belirlenmiş olmasa da
kapsamlı bir makas değişikliği yaşanmaktadır.

Makalede
ilk bölüm, küresel ekonomik krizin Avrupa Birliği düzeyinde çalışma
ilişkilerine yönelik çok boyutlu ve girift yansımaları olmakla birlikte, krizin
meşrulaştırarak hızlandırdığı ve çalışma ilişkilerinde değişime doğrudan etkisi
olan ‘yeni ekonomik yönetişim’ kavramının dönüştürücü rolünü değerlendirmiştir.
İkinci bölümde ise krizin endüstri ilişkileri sistemine dönük etkileri ve olası
yönelimler tartışılmaya çalışılmıştır. Makalede her ne kadar üye ülkelerin
farklı politik tercihleri ve uygulamalarına yer verilse de, tartışmaya esas
olan Avrupa Birliği düzeyinde yönelim ve olası sonuçlarıdır.
