SOSYAL POLİTİKA VE SOSYAL VATANDAŞLIK: Kölelikten Sosyal Vatandaşlığa (Avrupa Birliği Sosyal Vatandaşlık Örneği)

Abstract

II. Dünya Savaşı'ndan sonra T.H. Marshall tarafından ortaya atılan ve günümüzde oldukça önem kazanan sosyal vatandaşlık kavramı gün geçtikçe birçok tartışmanın odağında yer almaktadır. Özellikle Avrupa Birliği'nde konuya ilgi artmakta ve birlik sosyal vatandaşlığı ve hakları içeren bir sosyal vatandaşlık kavramını uygulamaya çalışmaktadır. Bu kavramın gelişim göstermesi hem sosyal politika açısından hem de küreselleşme açısından önemlidir. Çünkü sosyal haklar ve sosyal vatandaşlık sosyal politikanın önemli bir aracı durumuna gelmektedir. Öte yandan, küreselleşme sürecinin sosyal haklarda aşınmaya yol açması konuya ilgiyi arttırmaktadır.
