E-devlet entegrasyonu bulunan sistemlerin e-okul sistemi ile haberleşmesi: e-nabız üzerine bir araştırma

Abstract

Ülkemizde 2007 yılında faaliyete başlayan e-okul yönetim bilgi sisteminde öğrencinin akademik verilerinin yanı sıra okul hayatına ilşkin de birçok veri barındırılmaktadır. Merkezi yapılanmaya sahip olan e-okul sistemine bakanlık, milli eğitim müdürlükleri, okul idarecileri, öğretmen, öğrenci, veli gibi rollerle giriş yapılabilmektedir. Aynı zamanda e-devlet üzerinden de erişim sağlanılabilen e-okulda, kişisel bilgiler, veli bilgileri, sınav sonuçları, devamsızlık bilgileri, sağlık bilgileri, burs bilgileri, sosyal etkinlikler öğrencilere yönelik sunulan hizmetlerdendir. E-devlet üzerinden erişim sağlanılabilen bir başka uygulama ise vatandaşların kişisel sağlık bilgilerinin depolandığı e-nabız sistemidir. Halihazırda bulunan e-okul sağlık verilerinin, e-nabız ile entegre olmasına yönelik yapılan bu çalışmada mevcut durum incelenmiş, geleceğe yönelik beklenti ve istekler ortaya çıkarılmıştır. Öğrenci sağlık verilerinin fiziksel ortamdan elektronik ortama kaydırılması gerektiği, mahremiyetin gözetilmesi, veri aktarımının minimal düzeyde olması, paylaşılan verinin sadece ilgilisinin bilmesi gerektiği üzerinde durulan çeşitli sonuçlar olarak ortaya çıkmıştır. E-okul ve e-nabız entegrasyonuyla, hem e-devlet işleyişine katkı sunma hem de paydaşlar üzerinde çeşitli fırsatlar oluşturarak eğitim yönetimine katkı sunma amaçlanmıştır. Aynı zamanda bu çalışma ile e-devlet entegrasyonu bulunan farklı bakanlık sistemlerinin, e-okul sistemine entegre olmasına yönelik gerçekleşecek, farklı bilimsel çalışmalara öncü olması hedeflenmektedir.

Communication of e-government integrated systems with e-school system: A research on e-nabız

Abstract

The e-school management information system, which started operating in our country in 2007, contains many data related to Okul life as well as the academic data of the student. The centrally structured e-school system can be accessed by roles such as the ministry, national education directorates, Okul administrators, teachers, students, and parents. In the e-school, which can also be accessed via e-government, personal information, parent information, exam results, absence information, health information, scholarship information, and social activities are among the services offered to students. Another application that can be accessed via e-government is the e-pulse system, where citizens' personal health information is stored. In this study, which was conducted to integrate the existing e-school health data with e-pulse, the current situation was examined and future expectations and requests were revealed. Various results were emphasized on the need to shift student health data from the physical environment to the electronic environment, to observe privacy, to minimize data transfer, and to ensure that only the relevant person knows the shared data. With the integration of e-school and e-pulse, it is aimed to contribute to both the operation of e-government and to contribute to education management by creating various opportunities for stakeholders. At the same time, this study aims to pioneer different scientific studies to be carried out on the integration of different ministry systems with e-government integration into the e-school system.
