The “Power of Migration” Competition Between the Russian Federation and Central Asian Countries

Abstract

Throughout history, many migration movements had taken place on the Silk Road route . In this respect, Central Asian geography is on an important historical intercultural transition route like the Silk Road, and the migration is crucial for region. Like in the past, migration movements considered as one of the prominent daily problems of Central Asia. Main purpose of the choosing Central Asia in study is the scarcity of the study in the literature. Thus, the Central Asian is a region where migration movements should be evaluated within the scope of the internal dynamics of the region together with international developments. In addition, this region is also important to examine the situation of the countries that gained independence in the region in the post-Cold War period. As a limitation in the scope of the study, data on related issues will be included, focusing on migration in the fields of employment and education. Hence, the concept of migration in Central Asian countries that gained independence in the post-Cold War period will be included in the axis of recent international developments. In this context, how current and cyclical developments affect the issue of migration in Central Asian countries will be discussed in the context of employment and education.

RUSYA FEDERASYONU VE ORTA ASYA ÜLKELERİ ARASINDA “GÖÇ GÜCÜ” REKABETİ

Abstract

İpek yolu güzergahı tarih boyunca pek çok göç hareketine sahne olmuştur. Bu açıdan İpek yolu gibi önemli bir tarihsel kültürler arası geçiş güzergahında bulunan Orta Asya coğrafyası açısından göç konusu önemlidir. Geçmişte olduğu gibi bugün de göç hareketleri Orta Asya’nın öne çıkan güncel sorunlarından biridir denebilir. Çalışma kapsamında inceleme alanı olarak Orta Asya coğrafyasının seçilmesinin nedeni literatürde çalışmanın azlığıdır. Bu açıdan Orta Asya bölgesi uluslararası gelişmeler ile birlikte bölgenin iç dinamikleri kapsamında göç hareketlerinin değerlendirilmesi gereken bir bölgedir. Ayrıca Soğuk Savaş sonrası dönemde bölgede bağımsızlık kazanan ülkelerin durumlarının incelenmesi de ayrıca önem arz etmektedir. Çalışma kapmasında sınırlılık olarak istihdam ve eğitim alanlarındaki göçlere odaklanarak ilgili konulara dair datalara yer verilecektir. Bu kapsamda Soğuk Savaş sonrası dönemde bağımsızlık kazanan Orta Asya ülkelerinde göç konusuna özellikle son güncel uluslararası gelişmeler ekseninde yer verilecektir. Bu bağlamda çalışmada güncel ve konjonkturel gelişmelerin Orta Asya ülkelerinde göç konusunu nasıl etkilediği istihdam ve eğitim bağlamında ele alınmış olacaktır.
