The Increasing Role of Local Governments in International Relations in the Context of Paradiplomacy: The Case of Sendai Municipality

Abstract

This study analyzes the increasing role of local governments in international relations in the context of paradiplomacy and their impact on international relations in the context of disaster management in the context of Sendai Municipality in Japan. The importance of the study is that it reveals that local actors in the field of disaster governance have become important actors not only at the local level but also at the global level in post-crisis processes. The study adopts a qualitative approach and analyzes the international cooperation developed by Sendai Municipality in Japan after the 2011 Tōhoku earthquake through document analysis and case study method. The study found that diplomatic activities are not only state-centered, but also that local actors have the potential to independently transform into international actors by establishing connections with various actors in international relations.

Paradiplomasi Bağlamında Yerel Yönetimlerin Uluslararası İlişkilerde Artan Rolü: Sendai Belediyesi Örneği

Abstract

Bu çalışma paradiplomasi bağlamında yerel yönetimlerin uluslararası ilişkilerde artan rolünü Japonya’nın Sendai Belediyesi örneği kapsamında afet yönetimi bağlamında uluslararası ilişkilerdeki etkilerini analiz etmektir. Çalışmanın önemi, afet yönetişimi alanındaki yerel aktörlerin, kriz sonrası süreçlerde yalnızca yerel düzeyde değil, aynı zamanda küresel düzeyde de önemli aktörler haline geldiklerini ortaya koymasıdır. Çalışmada nitel bir yaklaşım benimsenmiş olup, doküman analizi ve örnek olay incelemesi yöntemi ile Japonya’daki Sendai Belediyesi’nin 2011 Tōhoku depremi sonrası geliştirmiş olduğu uluslararası iş birlikleri analiz edilmiştir. Çalışmada diplomatik faaliyetlerin sadece devlet merkezli yürütülen bir faaliyet olmadığı, yerel aktörlerinde bağımsız olarak uluslararası ilişkilerde çeşitli aktörlerle bağlantı kurarak uluslararası aktörlere dönüşebilme potansiyeline sahip olduklarına yönelik bulgulara rastlanılmıştır.
