A Time and Cost-Based Integrated Planning Approach for Project Management and An Application

Abstract

Purpose: In this work, with a special attention to an automotive supplier company which manufactures assembly lines on turn-key contracts, we aimed to identify the reasons of deviations from the proposed project delivery dates and estimated project budget and also minimize these deviations. Additionally, we developed a management tool that simultaneously considers activity times and costs in project management. Methodology: We applied several industrial engineering techniques when solving the general problem and developing the software tool to be utilized by the company in its project management process. Findings: We identified that the company strongly required a software tool that would help them simultaneously managing several projects by considering priorities, resource limitations, and budget expectations. Practical Implications: In this work, we developed a project management tool for an automotive supplier company which manufactures assembly lines. The utilization of the software tool helped the company reduce the deviations observed during the project phases, standardize its project scheduling and budget planning processes and significantly shorten its proposal preparation process. Originality: The project management software tool, which is the outcome of this work, includes both a database that collects several related data scattered around earlier and an algorithm that can be used in time and resource planning phases of project management. The most significant difference of this project management tool with respect to its alternatives is its simultaneous consideration of the activity durations, their precedence relationships, and workloads of the required resources.

Proje Yönetiminde Zaman ve Maliyet Odaklı Bütünleşik Planlama Yaklaşımı ve Bir Uygulama

Abstract

Amaç: Bu çalışmada, montaj sistemleri üreten bir otomotiv yan sanayi işletmesinde, öngörülen proje teslim süresi ve bütçe sapmalarının neden- lerinin belirlenmesi ve bu sapmaların en aza indirilmesi ile birlikte proje yönetiminde faaliyet sürelerini ve maliyetlerini eş zamanlı olarak dikkate alabilen bir yönetim aracının geliştirilmesi amaçlanmıştır. Yöntem: Problemin çözümünde ve işletmenin proje yönetim sürecinde kullanacağı aracın geliştirilmesinde CPM ve PERT analizi, matematiksel modelleme ve kaynak kısıtlı proje çizelgeleme modeli için algoritma geliştirme ve kodlama yöntemleri uygulanmıştır. Bulgular: Çalışma sonunda uygulama yapılan işletmenin projelendirme sürecinde ortaya çıkan sapmaların kök nedenleri belirlenmiş, tespit edilen nedenlerin ortadan kaldırılması için çözüm yöntemleri araştırılmış ve proje yönetim sürecinde işletmenin kullanabileceği bir proje yönetim aracı geliştirilerek projelendirme süreci standartlaştırılmıştır. Sonuç ve Öneriler: Geliştirilen proje yönetim aracı sayesinde; işletmenin projelendirme sürecinde gözlenen sapmalar azaltılmış, zaman planı ve maliyet plan süreçleri standartlaştırılmış ve proje teklifi hazırlama süreci kısaltılmıştır. Böylece mevcut projenin kritik süresinde %49’luk bir azalma ve projelendirme süreci kapasite kullanımında ise %60’lık verim artışı sağlanmıştır. Özgün Değer: Bu çalışma kapsamında, ortaya çıkan proje yönetim aracı, hem işletmede hali hazırda dağınık halde bulunan çeşitli veriyi bir araya getiren bir veritabanı içermekte hem de projelendirme sürecinin zaman ve kaynak çizelgelemesinde kullanılabilecek bir algoritmayı çalıştırmak- tadır. Proje yönetim aracının alternatiflerine göre farkı, proje tanımlama aşamasında faaliyet sürelerini, öncelik ilişkilerini ve gerekli kaynakların doluluk oranını dikkate almasıdı
