A REVIEW OF DEVELOPMENT TRENDS IN TURKEY ON THE CONTEXT OF EUROPEAN UNION RAILWAY POLICIES AND HIGH SPEED RAILWAYS

Abstract

The accessibility between urban focus points and peripherial area increase as well as obtaining the physical balance between mentioned regions by high speed railways. On the other hand, enhancing of economical unbalance between center and periphery is possible, too. Accordingly, there are many parameters that connect high speed railway investments. These include various phases as economic, social, technical, cultural and politic that have a determinant importance. The questions about the type of the effect of competition possibilities that come from a new line to main city and small cities and the impact of a high speed railway line to the image and accessibility of regional centers are revealed. All of these conditions develop depending on the location of high speed railway stations. This location contains service elements depending on frequencies on stop and go’s for either terminals or way stations. In this study, the extension of high speed railways is presented. Then the development trends in the context of high speed railway in European Union (EU) is shared. The position, high speed railway performance and its relation with EU of Turkey is investigated.

YÜKSEK HIZLI DEMİRYOLLARI, AVRUPA BİRLİĞİ DEMİRYOLU POLİTİKALARI VE BU BAĞLAMDA TÜRKİYE’DEKİ GELİŞMELERİN İNCELENMESİ

Abstract

Kentsel odak noktaları ile mücavir alan arasındaki fiziksel dengenin yüksek hızlı demiryolları ile temininin yanı sıra söz konusu bölgeler arasındaki erişilebilirlik de artmaktadır. Diğer taraftan, merkez ve çevre arası ekonomik dengesizliğin artma ihtimali de söz konusudur. Dolayısıyla, yüksek hızlı demiryolları yatırımlarını bağlayan birçok parametre söz konusudur. Bunlar ekonomik, sosyal, teknik, kültürel ve politik olmak üzere birçok aşamayı da ihtiva etmekte olup belirleyici bir öneme sahip olmaktadır. Bu çerçevede, bir yüksek hızlı demiryolu hattının, bölgesel merkezlerin imajını ve erişilebilirliğini, yeni bir hattın ana kent ve küçük kentlere getirdiği rekabet olanaklarını nasıl etkilediği soruları ortaya konmaktadır. Bütün bu koşullar, YHD istasyonlarının konumlanmasına bağlı olarak gelişmektedir. Söz konusu yerleşim trenlerin terminaller ve ara duraklarda dur kalk periyotlarına bağlı olan hizmet unsurlarını kapsamaktadır. Bu çalışma kapsamında öncelikle yüksek hızlı demiryollarının kapsamı ortaya konmuştur. Ardından Avrupa Birliği’nde yüksek hızlı demiryolları bağlamında gelişme eğilimleri paylaşılmıştır. Türkiye’nin konumu, yüksek hızlı demiryollarında performansı ve bunun AB ile olan ilişkisi de incelenmiştir.
