Abstract

Based on the findings of the field study titled "In the Context of Rights-Based Local Politics: Migrants in Beyoğlu', which the authors carried out in Beyoğlu in 2021, it makes visible the different migrant profiles in the Beyoğlu district of Istanbul, addresses the settlement/retention dynamics of migrant groups here and reveals the needs, expectations and problem areas of migrants in the city. As part of this field study, focus group meetings were held with five groups of migrants, and in-depth interviews were conducted with representatives of 19 public institutions. The main findings of the study indicate that Beyoğlu attracts irregular and unregistered migrants and serves as a 'waiting room' for undocumented migrants. This is due to the dilapidated housing stock that has been created in the process of gentrification and the availability of unregistered work opportunities in the catering and accommodation sectors that are concentrated in Beyoğlu. As seen in Beyoğlu, unregistered and irregular migrants have struggled to access basic rights such as education and health. The authors aim to contribute to social policies and practices that can be produced for migrants at the local level by drawing attention to the problems caused by lack of access to health services and educational rights.

Abstract

Yazarların Beyoğlu’nda 2021 yılında yaptıkları “Hak Temelli Yerel Politika Bağlamında: Beyoğlu’ndaki Göçmenler” başlıklı saha çalışmasının bulgularına dayanarak kaleme aldıkları makale, İstanbul’un Beyoğlu semtindeki farklı göçmen profillerini görünür kılarken, buradaki göçmen gruplarının yerleşme/tutunma dinamiklerini ele almakta ve göçmenlerin kentteki ihtiyaç, beklenti ve sorun alanlarını ortaya çıkartmaktadır. Bahse konu saha çalışmasında beş göçmen grup ile odak grup toplantısı yapılmış ve 19 kamu kurumunun temsilcileri ile de derinlemesine görüşmeler yapılmıştır. Çalışmanın temel bulgularında Beyoğlu’nun soylulaştırılma sürecinde metruklaşan konut stoğunun ve Beyoğlu’nda yoğunlaşan yeme-içme ve konaklama sektörlerinde kayıt dışı çalışma imkanlarının bulunması sebebiyle düzensiz ve kayıtsız göçmenleri çektiğine ve kayıtsız göçmenlere “bekleme odası” konumunda ev sahipliği yaptığına dikkat çekilmektedir. Beyoğlu örneğinde görüldüğü üzere kayıtsız ve düzensiz göçmenler eğitim, sağlık gibi temel haklara erişimde zorluklar yaşamaktadır. Özellikle sağlık hizmetleri ve eğitim haklarına erişememenin yarattığı sorunlara dikkat çeken yazarlar, yerel düzeyde göçmenlere yönelik üretilebilecek sosyal politika ve uygulamalara katkı sağlamayı hedeflemiştir.
