An Empirical Research on the Public Officials’ Objectives of Cyberloafing: A Case of a Public Institution

Abstract

Cyberloafing is defined as personal usage of information technologies during the office hours. With the increasingly use of information technologies in business, the concept of cyberloafing appears as an inevitable reality of today’s business world. In this study cyberloafing objectives of public officials are researched. Data were collected by means of questionnaires. 136 public officials in 10 branches of a public institution in the Regional Directorate of Antalya participated in the research. The data extract only two dimensions, named positive and negative objectives. The results indicate that there is a strong positive correlation among dimensions. This implicates that an incumbent engages in cyberloafing with both positive and negative objectives.

Kamu Çalışanlarının Sanal Kaytarma Amaçları Üzerine Ampirik Bir Araştırma

Abstract

Sanal kaytarma, çalışanların çalışma saatleri içinde bilişim teknolojilerini özel amaçla kullanmalarını ifade etmektedir. Bilişim teknolojilerinin yaygınlaşması ile birlikte sanal kaytarma günümüz iş dünyasının kaçınılmaz bir gerçeği olarak karşımıza çıkmaktadır. Bu çalışmada, kamu çalışanlarının hangi amaçlarla sanal kaytarma yaptığı araştırılmıştır. Veriler anket kullanılarak elde edilmiştir. Araştırmaya bir kamu kurumunun Antalya Bölge Müdürlüğü’ne bağlı 10 biriminden 136 çalışan katılmıştır. Veriler olumlu amaçlar ve olumsuz amaçlar olmak üzere iki boyutlu bir yapı oluşturmaktadır. Araştırmanın sonuçlarına göre olumlu amaçlar ve olumsuz amaçlar arasında yüksek derecede olumlu korelasyon bulunmaktadır. Bu da bir çalışanın hem olumlu amaçla hem de olumsuz amaçla sanal kaytarma yaptığını göstermektedir.
