The purpose of this study is to examine the target groups and contents of in-service courses related to the use of computer technologies and computer technologies in education between 2000-2010 by the Ministry of National Education. Document analysis method was used for this purpose. The in-service course training plans between 2000 and 2010 by Ministry of National Education Turkey (MoNE) were provided and courses related to computer were selected. The in-service courses planned but not executed were eliminated. By the pre-analysis the categories taken as the basis of classification of the in-service courses were determined with regard to their contents and target groups. In this process, especially during the determination of categories related to contents of in-service courses, researchers were consulted with two experts studying on information technologies. These categories identified by the researcher for the content were stated as follows: “Computer Assisted Instruction”, “Computer Usage”, “Usage of The Information Technology in Education”, “Hardware”, “Internet Usage”, “WEB Based Instruction”, “Web Design”, and “Software”. Along with the experts’ opinions three categories were added; “Computer Networks", "Operating Systems" and "Programming Languages”. As a result of preanalysis three different groups were determined as target groups of in-service courses. These groups were classified as teachers in vocational education, teachers in public education, and other officers. The courses classified year by year with respect to their contents and target groups separately by each researcher for the sake of the reliability. When the researchers dissented about classification, it was discussed which classification would be the most appropriate and then decided. The obtained data were presented in the tables with frequencies. Number of the in-service courses for other staff between 2000 and 2007 is greater than number of the in-service courses for teachers in vocational education and in public education. This situation has not been valid since 2007. In the last three years a significant increase in the number of the in-service courses for teachers working in vocational education has recorded, especially in public education. The in-service courses for teachers in vocational education are frequently related to "Software", "Programming Languages" and "Computer Networks". The in-service courses for teachers in public education were often held in "Usage of Information Technologies in Education", "Web Based Instruction", "Software" and "Computer Networks". Finally, the courses for other staff were focused "Software", "Internet Usage" and "Computer Usage". It was revealed that the in-service courses between 2000 and 2010 were mainly organized in "Software" category. Also, the in-service courses about "Computer Networks", "Usage of Information Technologies in Education", "Internet Usage", "Programming Languages", and "Web Design" were continuously arranged between 2000 and 2010. Although the in-service courses related to "WEB Based Instruction" were not carried out between 2000 and 2004. The increase in the number of courses about this category in the last three-year time period has been remarkable. The minimum number of courses was held in: “Computer Assisted Instruction” and “Hardware” categories. When the total number of the in-service courses conducted by MoNE between 2000 and 2010 is examined, the minimum number of the in service course about computers was arranged in 2004 and the maximum number of course was arranged in 2009. An increase in the number of the in-service course in the last three years is

Bu çalışmanın amacı, MEB tarafından 2000-2010 yılları arasında düzenlenen bilgisayar teknolojileri ve bilgisayar teknolojilerinin eğitimde kullanımlarına yönelik hizmet içi eğitim kurslarını; hedef kitleleri ve içerikleri açısından incelemektir. Bu amaçla doküman analizi tekniği kullanılmıştır. Hizmet içi eğitim kursların hedef kitleleri; mesleki eğitim kurumlarındaki öğretmenler, mesleki eğitim kurumları dışındaki öğretmenler ve MEB bünyesinde çalışan diğer personel şeklinde üç grupta toplanmıştır. Mesleki eğitim kurumlarındaki öğretmenler için en fazla “Yazılım”, “Programlama Dilleri” ve “Bilgisayar Ağları” kategorilerinde; mesleki eğitim kurumları dışındaki öğretmenler için en fazla “Bilişim Teknolojilerinin Eğitimde Kullanımı”, “Web Destekli Öğretim”, “Yazılım” ve “Bilgisayar Ağları”; diğer personel için ise “Yazılım”, “İnternet Kullanımı” ve “Bilgisayar Kullanımı” kategorilerinde hizmet içi eğitim kursu düzenlendiği tespit edilmiştir. Hizmet içi kursların en çok yazılım kategorisinde verildiği, ancak bilgisayarların öğrenme ortamlarına entegre edilmesine yönelik bilgisayar destekli öğretim kategorisindeki kursların yetersiz olduğu sonucuna ulaşılmıştır.
