Madencilik Sektörü Nasıl Desteklenebilir?

Abstract

Madencilik faaliyetleri istihdam yaratarak, döviz kazandırarak, bağlantılı sektörleri teşvik ederek, bölgesel gelişmeyi sağlayarak ülkenin ekonomik ve sosyal gelişiminde önemli bir rol oynamaktadır. Yüksek riskli olması, yoğun sermaye gerektirmesi ve yatırımların uzun bir zaman sürecinde verimli olması nedeniyle madencilik sektörü, devlet tarafından teknik ve ekonomik düzeyde desteklenmelidir. Madencilik sektöründe sermaye birikiminin sağlanması ve yaratılan katma değerin tekrar madenciliğe aktarılması için, arama dönemindeki harcamaların vergiden düşülmesi ve vergi tabanının hesaplanmasında "değer kaybı indirimi" ve "tükenme indirimi" gibi teşviklerin uygulanması yararlı olacaktır.
