Data-Driven Management Model for Occupational Health and Safety in Climate-Friendly Smart Cities: A Smart Technology Approach Aligned with YES-TR Sustainability Criteria

Abstract

Climate change, rapid urbanisation, and digital transformation processes are causing the emergence of new risks in working environments and necessitating the reassessment of traditional occupational health and safety approaches. Smart city applications contribute to sustainable, safe, and human-centred living environments through innovative technologies such as the Internet of Things, big data analytics, artificial intelligence, sensor technologies, and digital twin systems, enabling real-time data monitoring, early warning systems, risk prediction, and proactive intervention mechanisms. This study evaluates data-driven management models for occupational health and safety in climate-friendly smart cities, examining the effects of climate change on working environments particularly risks associated with heat stress, air pollution, ultraviolet exposure, and extreme meteorological events affecting outdoor workers together with the roles of digital twin technologies, artificial intelligence-supported decision-making, sensor-based monitoring systems, and YES-TR sustainability criteria in occupational health and safety management. The results indicate that data-driven management models provide significant advantages in preventing occupational accidents, protecting employee health, predicting risks in advance, and supporting sustainable urban management; digital twin applications supported by smart sensor systems were found particularly effective in real-time risk analysis and improving safety performance. Certain limitations were identified, including data security concerns, insufficient technical infrastructure, and challenges in adapting to digital transformation. Occupational health and safety practices in climate-friendly smart cities should therefore be addressed in an integrated manner with sustainable urban management policies, with data-driven management models expected to become a key component of the safe city concept of the future.
