Assessing Secondary School Performances of 25 Countries Using Malmquist Index

Abstract

The low performance of Turkey in the Programme for International Student Assessment (PISA 2003) was a great disappointment for that country. To investigate the likely causes for low performances in mathematics, reading and science and to measure the discrepancy of countries performances using PISA dataset in 2003 and 2006, this study measured performance difference using Malmquist Index approach. The sample was prepared from countries which participated in Programme for International Student Assessment (PISA). Efficient and inefficient countries were determined by analyzing the sample data. As a result of the study, we found that 18 of the 25 countries’ performances increased, 3 of 25 countries’ performance decreased and 4 of 25 countries’ performance did not changed. Also we found tha the relavent Turkey’s total performance for the years of 2003 and 2006 has been decreased about 2 percent. The reason for that was the difficulty in being compliant to educational reforms.

Malmquist Endeksi ile 25 Ülkenin Ortaöğretim Performansının Değerlendirilmesi

Abstract

Türkiye’nin Uluslararası Öğrenci Değerlendirme Programı (PISA 2003)’deki düşük performansı, ülkemiz için çok büyük bir hayal kırıklığına sebep olmuştur. 2003 ve 2006 yıllarında yapılan PISA verilerinden yararlanılarak, matematik, okuma ve fen bilimlerindeki bu düşük performansın sebebini araştırmak ve ülkelerin performanslarındaki değişimi incelemek amacıyla bu çalışmada, Malmquist Endeks yaklaşımını kullanılmıştır. Örneklem PISA’ya katılan ülkelerden oluşmaktadır. Bu verileri kullanarak eğitimde etkin olan ve olmayan ülkeler belirlenmiştir. Bu analiz sonucunda toplam etkinliğin: Çalışmaya dâhil edilen 25 ülkeden 18’inde arttığı, 3’ünde değişmediği ve 4’ünde azaldığı gösterilmiştir. Türkiye’nin ise toplam etkinliğinde yaklaşık %2’lik bir azalma olduğu, bunun sebebinin de eğitim reformlarına uyum zorluğu olduğu tespit edilmiştir.
