Abstract
Abulfez Elchibey, one of the important statesmen that Azerbaijan raised in the 10th century, dealt with the problems of Azerbaijan and the Turkic world and brought solutions to the issues with a historian's point of view. Since his university years, he started to make observations on the independence of Northern Azerbaijan, the Karabakh issue, the independence and integration of South Azerbaijan, the unity of the Turkic world and the political, military, socio-economic and cultural problems of the Turkic world. Having won the presidential elections held in Azerbaijan after the collapse of the Soviet Union, Elchibey obtained the opportunity to solve the problems of Azerbaijan and the Turkic world. Elchibey ensured the establishment of an independent, national and democratic Azerbaijan, as well as struggling for the liberation of Karabakh, which was under Armenian occupation and invasion, and the establishment of a unified Azerbaijan. With the understanding of Unity in Language, Idea and Work, he focused on the concept of the Turkish Union based on political, military, economic and cultural cooperation. He also touched upon issues such as the Turkish consciousness, the common alphabet, and the national army that emerged in the Turkic world, depending on the policies implemented in both Tsarist Russia and the Soviet Union periods. The works written by Elchibey, his speeches and his view of the issues of the Turkic world in particular for Azerbaijan were examined in detail by making use of the sources of the period.
