25TH CONFERENCE OF THE PARTIES (COP 25) IN THE FRAMEWORK OF CLIMATE CHANGE

Abstract

The first step in combating climate change, which is a global problem, was taken in 1992 with the adoption of the "United Nations Framework Convention on Climate Change (UNFCCC)" in the conference held in the city of Rio de Janeiro under the name of "Earth Summit". The Conference of the Parties (COP) is held annually since 1994 when this agreement came into force.
In this context, 25th Conference of the Parties (COP25) which was held between 2-13 December 2019 in Madrid with the slogan of “Time for Action"has a great importance both for Turkey and the whole world. In this study, the 25th Conference of the Parties, in respect of its output and results, is addressed in the context of combating climate change.As a result of this examination, it was seen that COP 25 did not fully meet the expectations and many points were left to the next Conference Of The Parties.

Abstract

Küresel bir sorun olan iklim değişikliği ile mücadelenin ilk adımı 1992 yılında Birleşmiş Milletlerin “Dünya Zirvesi” adı altında Rio de Janeiro kentinde düzenlemiş olduğu konferansta “Birleşmiş Milletler İklim Değişikliği Çerçeve Sözleşmesi’nin (BMİDÇS)” kabul edilmesi ile atılmıştır. Bu sözleşmenin yürürlüğe girdiği 1994 yılından itibaren her yıl Taraflar Konferansı (COP) düzenlenmektedir.
Bu bağlamda, "Harekete Geçme Zamanı" sloganı ile 2-13 Aralık 2019 tarihleri arasında Madrid’de düzenlenen 25. Taraflar Konferansı (COP 25) hem Türkiye hem de tüm dünya için önem arz etmektedir. Bu çalışmada 25. Taraflar Konferansı çıktı ve sonuçlar itibarıyla iklim değişikliği ile mücadele bağlamında ele alınmıştır. Yapılan inceleme neticesinde COP 25’in beklentileri tam olarak karşılayamadığı ve pek çok noktanın bir sonraki taraflar konferansına bırakıldığı görülmüştür.
