Abstract

21. yüzyılda Çin Halk Cumhuriyeti siyasi, iktisadi ve toplumsal dönüşümünü sürdürmektedir. Yaşanan dönüşüm süreçlerinin kazanımlarından Çinli kadınlar eşit bir şekilde faydalanamamaktadır. Çinli kadınların güçlendirilmesi genellikle ekonomik kalkınma ve sosyal hizmetlere erişim temelinde ele alınırken siyasi karar alma süreçlerine katılımlarının sınırlı olduğu görülür. Çin’in miras aldığı derin ve güçlü cinsiyet ayrımcılığı sorununu çözmek için atılan adımlar yeterli değildir. Hiyerarşi basamaklarında yukarı çıkıldıkça kadın siyasi liderlerin sayısı da azalır. Çin’deki kadınların siyasi temsilinde nicel artışlar olsa dahi, niteliksel etki ve güç düzeyinde ciddi kısıtlamalar söz konusudur. Kadınların siyasetteki bu durumunu ve etkinliklerini ölçmenin çeşitli yöntemleri bulunur. Yaygın olarak siyasi rolün niteliği gözetilmeksizin siyasete katılan kadınların toplam sayısı üzerinden analizler gerçekleştirilmektedir. Bu çalışmada ise parti ve devlet üst karar mekanizmalarında yer alan kadın yönetici sayısı üzerinden bir durum tespiti yapılarak değerlendirmeye çalışılacaktır. Kadınların siyasi rolünün belirlenmesinde gelenek ve komünist ideolojinin etkisinin ortaya konması eşitsizlik sorunun asıl kaynağının bulunması açısından önemlidir. Böylece ileride yapılacak çalışmalar için katkı sunması hedeflenmektedir.

Chinese Women's Political Participation: Tradition, Ideology, and Limited Impact

Abstract

In the 21st century, the People's Republic of China continues its political, economic, and social transformation. Chinese women are unable to benefit equally from the gains of these transformation processes. While the empowerment of Chinese women is generally addressed on the basis of economic development and access to social services, their participation in political decision-making processes is observed to be limited. The steps taken to solve China's inherited deep and strong gender discrimination problem are insufficient. As one moves up the hierarchy, the number of female political leaders decreases. Although there are quantitative increases in women's political representation in China, there are serious limitations in terms of qualitative influence and power. There are various methods to measure women's status and effectiveness in politics. Analyses are commonly conducted based on the total number of women participating in politics, without regard to the nature of their political roles. In this study, an assessment will be made by identifying the current situation through the number of female executives in the party and state's top decision-making mechanisms. Revealing the influence of tradition and communist ideology in determining women's political role is important for finding the main source of the inequality problem. Thus, it is aimed to contribute to future studies.
