ÜLKE ÖRNEKLERİ ÜZERİNDEN COVID-19 SÜRECİNDE YEREL YÖNETİM UYGULAMALARI VE ÖNLEMLERİ

Abstract

COVID-19 pandemisinin ortaya çıkışı ile birlikte ulusal ve uluslararası ölçekte ülkeler sürecin olumsuz etkilerini hafifletebilmek adına mücadele içerisinde bulunmaktadırlar. Bu kapsamda, ülkeler sadece ulusal ölçekte politika girişimleri ile sürece müdahalede bulunmamakta, yerel ölçekte de yerel yönetimler vasıtasıyla çok sayıda girişim ve uygulamada yer almaktadır. Çalışmada, ilk olarak COVID-19 sürecinin kentler üzerindeki olumsuz etkisi üzerinde durulacak ve kentlerdeki hafifletici önlemler açıklanacaktır. İkincil olarak, yerel yönetimlerin COVID-19 sürecindeki sorumluluk ve temel önlem alanları incelenecektir. Buna ek olarak, çalışmada COVID-19 sürecinde uluslararası ölçekteki yerel yönetimlerin uygulamaları ve önlemleri İngiltere, Almanya, İtalya ve İspanya’da ülkelerinin yerel yönetim uygulamaları kapsamında açıklanacaktır.
