THE IMPACT INFLUENCE OF INCOME DISTRIBUTION ON EQUALITY OF OPPORTUNITIES IN HIGHER EDUCATION: PRIVATE UNIVERSITY REALITY IN TURKEY
Abstract
Today, one of the most important barriers to equal opportunities in education is economic conditions. Although equal opportunity principle is provided in Turkish law, the fact that economic conditions do not allow all the citizens to take equal education is a factor preventing equal opportunities in education. It is possible to say that economic conditions preventing equal opportunities become more important in university education process. It draws attention that although the private universities’ have higher fees, they have lower scores for departments compared to those of state universities. With the analyses made in this study, the students enrolled at Kastamonu University Kastamonu Vocational High School were investigated in terms of the following variables. The results of the study indicated that most of these students come from low-income families at poverty level and the scores they got in the university entrance exam were sufficient to enter a department of a private university. The most important reason why they study in a vocational high school instead of a private university is insufficient economic conditions. This situation indicates that economic conditions prevent equal opportunities in education.
Abstract
Günümüzde eğitimde fırsat eşitliğinin önündeki en önemli engellerden birisi ekonomik koşullardır. Türkiye’de hukuken eğitimde fırsat eşitliği sağlanmasına karşın, ekonomik koşulların tüm vatandaşların eşit eğitim almasına imkân vermemesi eğitimde fırsat eşitliğini engelleyen bir faktördür. Türkiye’de eğitimde fırsat eşitliğini engelleyen ekonomik koşulların üniversite eğitim sürecinde daha da önem kazandığını söylemek mümkündür. Özel üniversitelerin yüksek ücretleri ve devlet üniversitelerindeki muadili bölümlere göre düşük puanları dikkat çekici bir husustur. Bu çalışmada konuyla ilgili analizlerde Kastamonu Üniversitesi Kastamonu Meslek Yüksekokulu öğrencileri incelenmiştir. Araştırma sonuçları, bir taraftan meslek yüksek okulu öğrencilerinin büyük bölümünün yoksulluk sınırındaki ailelerin çocukları olduğunu gösterirken diğer taraftan bu öğrencilerin çoğunluğunun üniversite sınavından aldıkları puanların özel bir üniversitenin alanlarıyla ilgili lisans bölümüne girmelerine yeterli olduğunu göstermiştir. Öğrencilerin meslek yüksekokulu yerine özel bir üniversitede lisans eğitimi alamamasının en önemli sebebi maddi imkânlarının yeterli olmamasıdır. Bu durum ekonomik şartların eğitimde fırsat eşitliğini engellediğinin bir göstergesidir.
