Strategic Awareness in Regional Sustainable Development: An Evaluation on Central Anatolia Development Agency (ORAN-TR72)

Abstract

The presence of strategic awareness in the strategic planning processes of development agencies is crucial for the effective implementation of public policies, achieving regional development objectives, and ensuring sustainable progress. In this context, the study evaluates the strategic awareness level of the Central Anatolia Development Agency (ORAN) through the agency's current strategic plan (2020-2024). In the study, the development dynamics of TR72 Region in the context of economic, environmental and social dimensions of sustainable development are discussed and the current situation of ORAN in strategic planning processes is examined and the areas of awareness that need to be improved are identified. A qualitative method was adopted in the study, and literature review and document analysis were used together in the data collection process. Within the scope of document analysis, it was determined that certain themes were prominent in the ORAN strategic plan and evaluations were made in this context. The findings indicate that ORAN has a certain strategic awareness in terms of regional analysis and alignment with national and global development goals; however, this awareness needs to be improved especially in issues such as risk management, prioritization in resource use, evaluation of region-specific potentials such as gastronomy tourism and concretization of performance criteria. In this context, the study offers suggestions for eliminating strategic awareness deficiencies through the example of ORAN and emphasizes the importance of strategic awareness for sustainable development.

Bölgesel Sürdürülebilir Kalkınmada Stratejik Farkındalık: Orta Anadolu Kalkınma Ajansı (ORAN–TR72) Üzerinden Bir Değerlendirme

Abstract

Kalkınma ajanslarının stratejik planlama süreçlerinde stratejik farkındalığa sahip olması, kamu politikalarının etkin bir şekilde uygulanması, bölgesel kalkınma hedeflerine ulaşılması ve kalkınmayı sürdürülebilir kılma adına oldukça önemlidir. Bu kapsamda çalışma, Orta Anadolu Kalkınma Ajansının (ORAN) stratejik farkındalık düzeyini, ajansın güncel stratejik planı (2020-2024) üzerinden değerlendirmektedir. Çalışmada sürdürülebilir kalkınmanın ekonomik, çevresel ve sosyal boyutları bağlamında TR72 Bölgesi’nin kalkınma dinamikleri ele alınmış olup, ORAN’ın stratejik planlama süreçlerindeki durumu incelenerek, iyileştirilmesi gereken farkındalık alanları tespit edilmiştir. Araştırmada nitel yöntem benimsenmiş olup, veri toplama sürecinde literatür taraması ile doküman analizi birlikte kullanılmıştır. Doküman analizi kapsamında ORAN stratejik planında belirli temaların öne çıktığı tespit edilmiş ve bu kapsamda değerlendirmeler yapılmıştır. Elde edilen bulgular; ORAN’ın bölgesel analizler ve ulusal-küresel kalkınma hedefleriyle uyum açısından belirli bir stratejik farkındalığa sahip olduğu; ancak bu farkındalığın özellikle risk yönetimi, kaynak kullanımında önceliklendirme, gastronomi turizmi gibi bölgeye özgü potansiyellerin değerlendirilmesi ve performans ölçütlerinin somutlaştırılması gibi hususlarda iyileştirilmesi gerektiği yönündedir. Bu kapsamda çalışma, ORAN örneği üzerinden stratejik farkındalık eksikliklerinin giderilmesine yönelik öneriler sunmakta ve stratejik farkındalığın sürdürülebilir kalkınma için önemini vurgulamaktadır.
