Abstract
Osmanlı ekonomisi, 1838'de Osmanlı-İngiliz ticaret sözleşmesi ile dış piyasalara açılmaya başlamıştı. Bu dışa açılma süreci, Tanzimat, I. Meşrutiyet ve II. Meşrutiyet dönemlerinde de devam etti. Ancak, Osmanlı ekonomisiuluslararası ekonomide eşit bir oyuncu olmak yerine yarı sömürge şartlarından dolayı gelişmiş ekonomiler içinbir ham madde kaynağı olmuştu. Türkiye ekonomisi 1923 Cumhuriyet'in kuruluşundan 24 OCAK 1980 istikrar programının yürürlüğe girmesine kadar birçok dışa açılma denemeleri geçirmiştir. Ekonominin dışa açılma süreci 1990'lı yıllar ve sonrasında da devam etmektedir. Bu çalışmada Türkiye ekonomisinde dışa açılma olgusu, Cumhuriyet öncesi dönemden başlanarak Cumhuriyetin kuruluş dönemine, sonrasında planlı dönem ve 1980-2000 dönemi dışa açılma kriterleri göz önüne alınarak açıklanmaya çalışılmıştır
Abstract
Ottoman economy opened up to foreign markets with the Ottoman-English Trade Act, which was signed in 1838. The attempts to open the Ottoman economy to foreign markets continued through the Tanzimat period, the First Constitutional Eraand the Second Constitutional Era. However, instead of being an equal player in international economy,Ottoman economysolely became a source of raw materials for the developed countriesbecause of the semi-colonial structure of the economy. Turkish economy also experienced several attempts to be a full open economy between the foundation of Modern Turkish Republic in 1923 the and the Stabilization Program of 1980.Economic openness process has been still going on since 1990s. In this study, the attempts to open the Turkish economy to foreign markets are examinedwithin the framework of criteriadefining open economy. The examination especially focuses on pre-Republic period as well as the planned economy period and the attempts in the period of1980-2000
