Abstract

NATO, soğuk savaş ve sonrasında birliğini ve etkinliğini devam ettirmeyi başarabilen yegâne örgüttür. NATO’nun gücü, etkin örgüt yapılanmasından, üyeleri arasındaki dayanışmadan, ortak değer ve çıkarlardan olduğu kadar, dönüşebilme ve dönüşürken de güvenlik ortamını şekillendirebilme yeteneğinden kaynaklanmaktadır. İttifakın bu özelliği, uluslararası ortamda meydana gelen değişikliklere esneklik gösterebilmesinden kaynaklanmaktadır. Üye devletlerin savunma mimarilerine ilişkin karar ve tercihleri, stratejik değişikliklere uygun politikaların geliştirilmesinde esası teşkil etmiştir. Bu incelemede, NATO’nun soğuk savaş ve sonrasında, stratejik gelişmelere uygun esneklik gösterdiği savı, zirve kararları ile askerî ve ekonomik veriler ışığında irdelenmiştir
