SOCIALIST MUNICIPALITY IN TURKEY: EXAMPLE OF IZMIT

Abstract

Between the years 1973-1978 the Republican People's Party (CHP) under the umbrella of activities that are executed by a number of ‘new socialist’ and has been named as the municipality has been an important turning point in the history of urban politics in the country. In this study, developments in the world and in our country the socialist municipality to prepare the ground if not specified, then regarded as one of the most successful examples of the municipal Socialist movement in our country, Izmit, and Erol, the mayor of the era in question period have been given to the activities in the corner. The purpose of the study; The period between the years 1973-1978, in the municipal Socialist movement in Turkey through the example of some municipalities implemented by the CHP Izmit province to reveal. TÜRKİYE’DE TOPLUMCU BELEDİYECİLİK: İZMİT ÖRNEĞİ

Öz

1973-1978 yılları arasında Cumhuriyet Halk Partisi (CHP) çatısı altındaki bazı belediyelerce yürütülen faaliyetler, ‘yeni, toplumcu’ belediyecilik olarak adlandırılmış ve ülkemizdeki kentsel siyaset tarihinde önemli bir dönüm noktası olmuştur. Bu çalışmada dünyada ve ülkemizde toplumcu belediyeciliğe zemin hazırlayan gelişmeler belirtilmiş, ardından ülkemizde toplumcu belediyecilik hareketinin en başarılı örneklerinden sayılan İzmit’e ve dönemin belediye başkanı Erol Köse’nin söz konusu dönemdeki faaliyetlerine yer verilmiştir. Çalışmanın amacı; 1973-1978 yılları arası dönemde Türkiye’de bazı CHP’li belediyelerce uygulanan toplumcu belediyecilik hareketini İzmit ili örneği üzerinden ortaya koymaktır. Çalışma kapsamında Milliyet, Tercüman ve Cumhuriyet gazete arşivleri taranarak söz konusu dönemde çıkan haberlerden yararlanılmıştır. Çalışmanın en önemli sınırlılıkları; söz konusu dönemde İzmit ile ilgili basılı yayınların oldukça az sayıda olması ve ulaşılabilecek yerel bir medya organının olmamasıdır.
