Abstract

E-devlet yapılanması kamu hizmetlerinin gelişmiş bir enformasyon ve iletişim alt yapısı üzerinden yürütülmesini ve elektronik veri işlemin kamu hizmetlerinin bütününe yayılmasını sağlamayı amaçlayan bir teknolojik dönüşüm sürecidir. E-devletin ve dayandığı iletim omurgasının devlet ve toplum arasındaki iletişim biçimlerini köklü bir şekilde değiştirme potansiyeli bulunmaktadır. Yazılı, sesli, görsel veya başka türden verilerin genişbantlı ağlar üzerinden paylaşımının, çoklu ortam araçlarının ve etkileşimli dijital video yayıncılığının yakın gelecekte kamu hizmetlerinin sunumunda ana enstrümanlar haline dönüşeceği düşünülmektedir. Ancak e-devlet yapılanması, sadece teknolojik çözümlere temellenen bir eylem olmaktan öte, toplumsal, politik ve hukuksal yönleriyle çok boyutlu bir sorundur. Kamusal enformasyon ve iletişim teknoloji projelerinin gerçekleştirilmesi bir dizi itici ve sınırlayıcı etkenin etkisi altındadır. Bu çok etkenli durumu göz ardı eden tasarım modelleri önemli ölçüde başarısızlığa uğramaktadır. Bu bağlamda çalışmada e-devlet kavramı üzerinde genel bir değerlendirme yapılmakta ve ardından kamu otoritelerini enformasyon ve iletişim sistemlerini güncellemeye iten etkenler ile bu çabanın başarımını olumsuz etkileyen unsurlar üzerine kuramsal bir yaklaşım sunulmaktadır
