Abstract

“Yoksullar lehine büyüme” kavramı, bir toplumda en yoksul kesimlerin refah düzeyinde artışa yol açan ekonomik büyüme biçimini ifade etmektedir. Yoksullar lehine büyümenin gerçekleştirilmesinde tarım merkezi bir role sahiptir. Çünkü tarım sektöründe yaşanan büyümenin diğer sektörlerde yaşanan büyümeye oranla daha yoksullar lehine sonuçlara yol açtığı görülmektedir. Çalışmada inceleme konusu yapılan Sahra-altı Afrika örneğinde de yoksulluk büyük oranda kırsal bir olgu olduğundan, ekonominin büyümesi ve yoksulluğun azaltılması için tarımsal büyüme zorunludur. Bu yüzden, ulusal ekonomik politikaların tarıma daha fazla odaklanması gerekmektedir
