Gender Equality Analysis of Political Party Manifestos of the 2024 Local Elections

Abstract

Election manifestos are texts in which political parties list their policies and promises before the elections. They are important political communication tools that they share with the public, as well as stating how they differ from other parties in accordance with their ideologies. In this study, the election manifestos of the political parties which are represented in parliament and have participated in the 31 March 2024 Local Elections are analyzed using qualitative content analysis from a gender equality perspective. In this context, the political representation of women in local politics, policy recommendations of local governments for the economic empowerment of women, the provision of social services in a way that is sensitive to women and the fight against violence against women are discussed. Although there are similarities between the projects proposed by the examined parties, the political parties’ perspectives on gender equality and the role of women in society differ according to their ideologies. In general, those parties on the right shape their policy proposals with a perspective that prioritizes women's roles in the family. On the other hand, those parties on the left advocate the empowerment of women within the framework of their criticism of the male-dominated structure of local politics.

Toplumsal Cinsiyet Eşitliği Perspektifinden Siyasal Partilerin 2024 Yerel Seçim Beyannameleri

Abstract

Seçim beyannameleri siyasal partilerin seçimler öncesi politikalarını ve vaatlerini sıraladıkları ve kamuoyuyla paylaştıkları önemli siyasal iletişim aracı olmalarının yanı sıra ideolojilerine uygun olarak diğer partilerden farklılaştıkları yönlerini belirttikleri metinlerdir. Bu çalışmada 31 Mart 2024 Yerel Seçimlerine katılan ve aynı zamanda parlamentoda temsil edilen siyasi partilerin seçim beyannameleri toplumsal cinsiyet eşitliği perspektifinden niteliksel içerik kullanılarak analiz edilmektedir. Bu bağlamda yerel siyasette kadınların siyasal temsiliyeti, yerel yönetimlerin kadınların ekonomik olarak güçlendirilmesi için politika önerileri, sosyal hizmetlerin kadınlara duyarlı şekilde sunulması ve kadına yönelik şiddetle mücadele konuları ele alınmaktadır. İncelenen partilerin önerdikleri projeler arasında benzerlikler bulunmakla birlikte, toplumsal cinsiyet eşitliğine ve kadınların toplumdaki rolüne dair bakış açıları ideolojilerine göre farklılık göstermektedir. Sağ partiler kadınların aile içerisindeki rollerini önceleyen bir perspektifle politika önerilerini şekillendirmektedir. Sol partiler ise yerel siyasetin erkek egemen yapısına yönelik eleştirileri çerçevesinde kadınların güçlendirilmesini savunmaktadır.
