Turkey and European Union Relations and the Developments in the Aftermath of July 15th Military Coup Attempt

Abstract

The failed coup
attempt of July 15^th, 2016 constitutes one of the recent turning
points in Turkish political life. Such attempt has not only affected to the
internal political arena, but also has had implications for the Turkish foreign
policy. Both Turkey’s approach towards outside actors with which have a
relation and the outside actors’ attitudes towards Turkey have changed
dramatically after the coup attempt. The coup attempt has had an effect in
Turkey’s relations with the EU which Turkey has had a relation economically,
politically and culturally for a long time and also wanted to be its member.
This study elaborates on the effects of the July 15^th coup on the
Turkey-EU relations. In this scope, firstly, the pre- July 15^th developments
in Turkey-EU relations are provided briefly. In the second part, which
constitutes the focal point of the study, the post- July 15^th
developments in Turkey-EU relations are discussed. The general conclusion of
the study is that Turkey-EU relations will be built upon a new rationale, which
hasn’t gained accuracy yet, in the post- July 15^th setting.

Türkiye-Avrupa Birliği İlişkileri ve 15 Temmuz Darbe Girişimin Ardından Yaşanan Gelişmeler

Abstract

Türk
siyasetinin son dönemindeki dönüm noktalarından biri, 15 Temmuz 2016 tarihinde
gerçekleşen başansız darbe girişimidir. Söz konusu girişim yalnızca iç
politikayı etkilemekle kalmayarak Türk dış politikasında da önemli
değişiklikler meydana getirmiştir. Hem Türkiye’nin ilişki içinde olduğu
aktörlere bakış açısı hem de ilişki içinde bulunulan dış aktörlerin Türkiye’ye
yönelik tutumu darbe girişimi sonrasında farklılaşmıştır. Darbe girişiminin,
Türkiye’nin ekonomik, siyasi ve kültürel açılardan uzun zamandır ilişki içinde
bulunulduğu ve hatta üyesi haline gelmeyi arzuladığı, AB ile ilişkileri
üzerinde de etkileri söz konusu olmuştur. Bu çalışmada genel olarak 15 Temmuz darbe
girişiminin, Türkiye ve AB arasındaki ilişkilere etkisi ele alınmaktadır. Bu
kapsamda ilk olarak 15 Temmuz öncesi dönemde AB-Türkiye ilişkilerinde
yaşananlar sunulmaktadır. Çalışmanın odak noktasını oluşturan ikinci kısımda
ise 15 Temmuz sonrasında Türkiye-AB ilişkilerinde yaşanan gelişmelere
odaklanılmaktadır. Çalışmanın genel sonucu ise, 15 Temmuz sonrası dönemde her
ne kadar detayları henüz kesinlik kazanmasa da, Türkiye-AB ilişkilerinin
eskisinden farklı bir görünümde olacağı yönündedir.
