The Assessment of Information Levels of People with Visual Impairment in Terms of Their Disabled Rights- The Case of Ankara-

Abstract

The aim of this article is to assess information levels of people with visual impairment on the rights in terms of their access to human rights and fundamental freedoms.  As being different from the other articles about how society generally perceives disabled persons, this article especially addresses the point of views of persons with visual impairment towards their own social and legal rights. In this scope, the information level of the persons with visual impairment on their rights who are the members of several associations of people with visual impairment in Ankara, their capacities for defending these rights, the ways they pursue to achieve their rights and finally the problems they face in the course of access to the rights of the persons with disabilities have been researched through the examples they experience in their lives. 274 persons with visual impairments have been interviewed for this study. Quantitative research method was used in the study and data were collected by questionnaire technique. According to the findings of the study, irrespective of their genders and educational levels, 95% of persons with visual impairment are isolated socially and subjected to prejudice. Additionally it has been determined that these persons need more support in economic, social and cultural areas.
