Ticari Liberalizm ve Ticari Liberalizm Literatüründe Güncel Tartışmalar

Abstract

Bir dizi uygulanabilir hedef ve ideallerden oluşan liberalizm, en eski ve köklü siyasi düşünce akımlarından biridir. Klasik liberalizmin uluslararası ekonomik ilişkilere bakışının merkezinde serbest ticaret yer almaktadır. Ticaretin karşılıklı bağımlılığı arttırarak barışa katkı sağlayacağı düşüncesi de klasik liberal düşüncenin uluslararası ticarete ilişkin kabullerinden biridir. Liberal perspektif, uluslararası barış, refah ve işbirliğini serbest ticaretin sonuçları olarak görmektedir. Ticari liberalizm olarak adlandırılan alanın erken dönem çalışmaları teorik bir betimleme üzerinden argümanlar ortaya koymaktayken, yakın dönem çalışmalar verilere dayalı, ekonometrik modeller yardımı ile çıkarımlar yapmaktadır. Ticaret, çatışma, barış ve demokratik rejimlerin varlığı söz konusu çalışmaların odak noktasındaki değişkenler olarak ortaya çıkmaktadır. Bu makalenin amacı, ticari liberalizm literatürüne ilişkin bir değerlendirme yapmak ve yurt dışı literatürde gelişen bir tartışmanın Türkçeye kazandırılmasına katkı sağlamaktır. Çalışmada klasik liberal kuramın kökleri ve temel argümanları ile ticari liberalizme ilişkin erken dönem çalışmalar hakkında bilgi verilmiş, yakın dönem çalışmalar incelenmiştir.

Commercial Liberalism and Current Discussions in the Literature on Commercial Liberalism

Abstract

Consisting of a set of viable goals and ideals, liberalism is one of the oldest and most established currents of political thought. Free trade is at the center of classical liberalism’s view on international economic relations. The idea that trade would contribute to peace by increasing interdependence is one of the main arguments of classical liberal thought regarding international trade. The liberal perspective considers international peace, prosperity and cooperation as the results of free trade. While the early studies of the field called commercial liberalism put forward arguments through a theoretical description, recent studies make inferences with the help of econometric models based on data. Trade, conflict, peace and the existence of democratic regimes emerge as the variables at the focus of these studies. The purpose of this article is to make an assessment of the commercial liberalism literature and to contribute to the translation of a debate in the foreign literature into Turkish. In this study, information about the roots and basic arguments of classical liberal theory and the early studies on commercial liberalism is given and recent
studies have been examined.
