2000 Yılı Sonrası Türk Savunma Sektörü ve Geliştirilen Stratejilerin İncelenmesi

Abstract

Güçlü ve bağımsız bir savunma sanayi, her ülkenin ulusal egemenliğinin korunması ve yurt güvenliğinin sağlanması için vazgeçilmez olmanın yanı sıra, uluslararası ilişkilerde devletlerin elini güçlendiren kritik bir kuvvet çarpanı konumundadır. Türkiye geleceğin harp konseptini şekillendirme vizyonu doğrultusunda, ülkemizi öncü yapacak ileri teknoloji projelerini desteklemektedir. İlgili teknoloji alanında bilgi birikimimizi ortaya çıkarmak, olgunlaştırmak ve savunma sanayiinde değere dönüştürmek üzere gereksinimlerin çerçevesinin çizildiği projeler doğrultusunda yaşamsal bir işlevi bulunan savunma sanayinin sürdürülebilirliği, sektörün ve ürünlerin rekabetçiliği, teknolojik altyapının geliştirilmesi ve nitelikli insan kaynağının korunması çok önemli hale gelmiştir. Teknoloji ve tehdidin hızla değiştiği günümüzün muharebe ortamında, geleceğin muharebe sahasına uyum sağlama açısından yeni nesil silah sistemlerinin, önümüzdeki dönemde sağlayacağı asimetrik üstünlük bakımından, öneminin daha da artacağı değerlendirilmektedir. Türkiye, 2000 yılından itibaren ihtiyaçlarının yerli imkânlarla karşılanmasına yönelik çalışmalar ve savunma sanayimizin teknolojik derinliğinin ve yerlilik oranının artırılması, yurt dışı bağımlılığının mümkün olan en düşük seviyede tutulması ve savunma sanayii ekosisteminin sürdürülebilirliğinin sağlanması amacıyla birçok alanda, yurt içinde tasarım ve geliştirme faaliyetleri gerçekleştirmektedir.
Bu çalışmada Türkiye’nin 2000 yılından günümüze kadar savunma sanayi ve geliştirilen stratejilerinin üzerinde durularak, savunma sanayinin üretmiş olduğu yeni savunma, silah ve diğer askeri teknolojiler hakkında bilgi verilmeye çalışılacaktır

Turkish Defense Sector After The Year 2000 and Analysis of Developed Strategies

Abstract

A strong and independent defense industry is indispensable for protecting the national sovereignty of every country and ensuring homeland security, as well as being a critical force multiplier that strengthens the hand of states in international relations. In line with its vision of shaping the warfare concept of the future, Türkiye supports advanced technology projects that will make our country a pioneer. The sustainability of the defense industry, which has a vital function in line with the projects where the requirements are framed in order to reveal and mature our knowledge in the relevant technology field and turn it into value in the defense industry, the competitiveness of the sector and products, the development of technological infrastructure and the protection of qualified human resources have become very important. In today's combat environment, where technology and threats are rapidly changing, it is considered that the importance of new generation weapon systems will increase even more in terms of the asymmetric advantage they will provide in the coming period in terms of adapting to the battlefield of the future. Since 2000, Turkey has been carrying out domestic design and development activities in many areas in order to meet its needs with domestic means and to increase the technological depth and localization rate of our defense industry, to keep foreign dependence at the lowest possible level and to ensure the sustainability of the defense industry ecosystem.
In this study, Turkey's defense industry and the strategies developed since 2000 will be emphasized and information will be provided about the new defense, weapons and other military technologies produced by the defense industry.
