Abstract
The aim of this study is to make a comprehensive evaluation on Turkish public administration culture. In this direction, the following questions are sought: Which basic culture codes influence Turkish public administration? How do cultural codes affect the working culture (organization culture)? How does the work culture reflect on the organizational results? In this context, a integrative scale, whose validity and reliability was accepted reflecting the perspectives of different theorists about organizational culture, was prepared and research was conducted on 930 civil servants working in senior and middle level managers and civil servants, in Düzce Province. At the end of the research; It was determined that there were significant relations between the national cultural codes and the working culture types, and the characteristics of working culture are reflected in the organizational results significantly.
