Avrupa’da Toplum Kalkınması

Abstract

Avrupa’nın tamamında, sadece alanda daha uzun bir geleneğe sahip olan ülkelerde değil, bu tür kavramların yeniden gündeme geldiği Bulgaristan, Romanya ve Çek Cumhuriyeti gibi ülkelerde de toplum kalkınması (TK) için yeniden bir canlanm a söz konusudur*. Hükümetlerin, dahası, özellikle karar verme sürecinin ilk basmaklarında yer alan yurttaşların oluşturduğu etkileşimli yönetimi teşvik eden yerel otoritelerin sayısının artmasıyla, siyasal ortam elverişli bir hale gelmiştir. Bu artan desteğin bir başka örneği olarak, Mart 1989’da Avrupa’nın yerel daimi kongresi ve bölgesel otoriteleri, kentlerde kendi kendine yetme ve TK konusunda bir önerge kabul ettiler*.
