HAVA TRAFİK KONTROL KAYNAKLI UÇAK KAZALARININ İNCELENMESİ - INVESTIGATION OF ACCIDENTS RELATED TO AIR TRAFFIC CONTROL

Abstract

Havayolu
ulaşımı günümüzde en çok tercih edilen ulaşım şekillerinden biridir. Bunun en
önemli nedeni; havayolu ulaşımının diğer ulaşım tiplerine göre son derece hızlı
olmasıdır. Çok yüksek hızlar söz konusu olduğu için doğal olarak emniyet
faktörü havacılıkta daha da fazla önem kazanmaktadır. Havacılığın genel olarak
emniyetli bir ulaşım sistemi olduğu söylenebilir. Ancak bu kaza riskinin hiç
olmadığı anlamına gelmez. Kaza riskini en aza indirebilmek için hem ulusal hem
de uluslararası kuruluşlarca çeşitli çalışmalar yürütülmektedir. Bu
çalışmaların hemen hepsinde havayolu ulaşımının emniyet seviyesini etkileyen en
önemli unsur olarak insan faktörü ön plana çıkmaktadır. Pilotlar, hava trafik
kontrolörleri, hava aracı bakım personelleri, uçuş harekât uzmanları, kabin
görevlileri, uçak üretiminde çalışanlar vb. havacılıkta insan faktörlerini
oluşturmaktadır. Dolayısıyla insan faktörü havacılık sisteminin tüm alanlarında
kaza risk düzeyi üzerinde etkilidir. Ancak bu çalışmada sadece hava trafik
kontrol alanı üzerine odaklanılacak ve hava trafik kontrolörlerinden
kaynaklanan uçak kazaları ayrıntılı şekilde incelenmiştir. Makalenin sonunda
ise olası kazaların önlenebilmesi için çözüm önerileri sunulacaktır.
