Abstract
A number of policy documents are of great importance in making the public budget. In many articles of Law No. 5018, the emphasis is placed on the budgetary relationship with development plans and programs. These plans and programs include the country's macro-level profile and future targets. The allocation of resources to the public budgets according to the objectives and objectives shown in the policy documents is a prerequisite for the success of the national economy. In terms of Gender Based Budgeting, development plans, annual programs, medium-term program, medium-term financial plan and strategic plans of State institutions that carry out tasks related to women and girls are important. From this point of view, the Tenth Development Plan, the Medium-Term Program for the last ten years, and the Medium Term Fiscal Plan, and the recent strategic plans of the selected ministries have been examined in terms of Gender-Based Budgeting. A further review was made on the Gender Based Budgeting perspective in the Women's Empowerment Strategy Paper and Action Plan (2018-2023). In Turkey; The relationship between gender-based budgeting and policy documents is not sufficient, but there are promising developments for the future.
