An Assessment of Turkey's Scientific Productivity in the Field of Computer Science and Information Systems Research Area and Recommendations for Improvement

Abstract

The research field of Computer Science and Information Systems is becoming increasingly important in modern society. Research in this area lays the foundations for technological advancements and contributes to the development of innovative solutions across various industries. Furthermore, bibliometric studies serve as valuable tools for assessing information dynamics, especially in rapidly evolving fields such as Computer Science and Information Systems. This study analyzes research articles published between 2000 and 2024 in this field, focusing on Turkey, using bibliometric methods. The dataset was collected from Web of Science (WoS) on 03/03/2025. Analyses were performed using VOSviewer, R Bibliometrix Biblioshiny package, Microsoft Power BI. A total of 1261121 documents were produced in the field between 2000 and 2024, with research articles constituting 43.63% of these. The number of documents associated with Turkey is 11706, placing Türkiye 28th in global scientific productivity. The total number of citations for publications associated with Turkey is 110022, with an average citation count of 18.11 per document. The three most productive institutions in Türkiye in this field are Istanbul Technical University, Middle East Technical University, and Boğaziçi University. The top three journals publishing research related to Turkey are IEEE Access, Information Sciences, and Multimedia Tools and Applications. Despite the presence of computer science programs in almost all universities in Turkey, the international impact of many institutions appears to be quite limited. Türkiye’s position in global rankings and the uneven distribution of scientific output among institutions clearly demonstrate the need to review higher education policies in the field of computer science. Considering the strategic importance of this field across all industries and its critical role in global competitiveness, strengthening national policies and increasing research output should be a priority.

Abstract

Bilgisayar Bilimi ve Bilgi Sistemleri araştırma alanı, modern toplumda giderek artan bir öneme sahip olmaktadır. Alandaki araştırmalar, teknolojik ilerlemelerin temellerini atmakta ve birçok endüstride yenilikçi çözümlerin geliştirilmesine katkıda bulunmaktadır. Bununla beraber, bibliyometrik çalışmalar, özellikle Bilgisayar Bilimi ve Bilgi Sistemleri gibi hızla gelişen alanlarda bilgi dinamiklerini değerlendirmede değerli araçlar olarak hizmet etmektedir. Çalışmada, 2000-2024 yılları arasında alanda yayımlanan araştırma makaleleri, Türkiye’ye odaklanarak bibliyometrik yöntemlerle analiz edilmiştir. Veri seti, 03/03/2025 tarihinde Web of Science (WoS)’dan toplanmıştır. Analizler, VOSviewer, R Bibliometrix Biblioshiny paketi, Microsoft Power BI kullanılarak yapılmıştır. Araştırma alanında 2000-2024 yıllarında 1261121 belge üretilmiştir. Türkiye ile ilişkili belgelerin sayısı 11706’dır ve Türkiye’yi bilimsel üretkenlik açısından dünyada 28.sırada yer almıştır. Türkiye ile ilişkili yayımlanan çalışmaların toplam alıntı sayısı 110022, belge başına ortalama alıntı sayısı 18,11’dir. Türkiye’de bu alanda en üretken üç kurumu şunlardır; İstanbul Teknik Üniversitesi, Orta Doğu Teknik Üniversitesi ve Boğaziçi Üniversitesi. Bu alanda Türkiye ile ilişkili araştırmaları yayımlayan üç dergi; IEEE Access, Information Sciences, Multimedia Tools and Applications, şeklindedir. Türkiye’de neredeyse tüm üniversitelerde bilgisayar bilimi programı bulunmasına rağmen, pek çok kurumunun uluslararası etkisi oldukça sınırlı görünmektedir. Türkiye’nin küresel sıralamadaki konumu ile kurumlar arasındaki bilimsel çıktıların uyumsuz dağılımı, bilgisayar bilimi alanında yükseköğretim politikalarının gözden geçirilmesi gerektiğini açıkça ortaya koymaktadır. Bu alanın tüm endüstrilerdeki stratejik önemi ve küresel rekabetçilikteki kritik rolü göz önünde bulundurulduğunda, ulusal politikaların güçlendirilmesi ve araştırma çıktılarının artırılması öncelikli bir hedef olmalıdır.
