Television Broadcasting in Azerbaijan: Structural Dynamics and Contemporary Challenges
Abstract
This study aims to analyze the historical development, structural dynamics, and current challenges of television broadcasting in Azerbaijan within the framework of media systems theory. In this context, television broadcasting is considered not merely a technical medium but a form of public communication shaped by historical trajectories and embedded in cultural and institutional contexts. The study builds on media systems theory to comparatively evaluate various broadcasting models and the transformation of media systems in the post-Soviet context. Structural characteristics of television broadcasting have been examined in relation to historical continuities, the evolution of regulatory mechanisms, and ownership structures. The findings reveal that television broadcasting in Azerbaijan has largely been shaped by historical legacies, institutional continuities, and limited professional transformation. Key challenges include weak institutionalization, delayed modernization of technical infrastructure, uniform content production, and unclear professional standards, all of which limit the quality of broadcasting and its impact on society. The study concludes with policy recommendations aimed at building a more participatory, innovative, and sustainable television broadcasting system, offering a holistic perspective on the transformation potential of Azerbaijan’s media landscape.
