Comparative Analysis of Public Private Partnership (PPP) Investments In Selected Countries of European Union and Turkey

Abstract

Public Private Partnership (PPP), as a public service execution model, since its emergence in the United Kingdom in the 1990s, it has experienced a very dynamic process and has spread rapidly throughout the world. In this process, the PPP has been applied in countries that very different different economic development levels and in various sectors. However, governments have sometimes changed, depending on economic and political factors, in the policies of the PPP and in the amounts of PPP investment. Examination of these changes will contribute to reaching important conclusions about the PPP. Comparative analysis of the numerical and monetary values of the PPP projects according to countries and sectors will help to better understand the PPP and make clearer inferences about the future. The determination of the government's trends in the PPP could be possible by analyzing of past and present available PPP projects and investments.

In this study, In selected countries of the European Union and Turkey PPP investments are analyzed comparatively. Considering the basic characteristics of the PPP, it makes inferences about past and current investment values of the states and future PPP applications. In the study, EU's highest Gross Domestic Product (GDP) ratio to have Germany, France, Italy, Spain, Turkey and the Netherlands samples are analyzed. In these countries, the most invested PPP that transportation, health, education, environment, public order and security and other sectors are compared and analyzed PPP project numbers and PPP investment values. The study covers a period of 25 years between 1993 and 2017 (including 1993 and 2017). The period is divided five (5) years of sub-periods, the trends of the changes in the investments of the PPPs are analyzed according to the periods and the trends in the PPP are determined. Datas on PPP investments used in the findings of the study were obtained from the European PPP Expertise Center (EPEC) database (http://data.eib.org/epec/).
