Referee Guidelines

In Marifetname, a double-blind refereeing system is used in which the identities of the referees and authors are kept confidential to each other. For this reason, referee names are not published. Authors and reviewers should strive to keep their identities confidential. According to this;
1. The Editorial Board examines the works submitted to the journal primarily in terms of publication principles, scope of the journal, scientific content and form.
2. The Field Editor is appointed by the Editor for the works that pass the preliminary examination. The Field Editor sends the work to at least 2 referees for evaluation.
3. In order for the work to be accepted into the journal, it must receive positive evaluation from both referees. If necessary, the 3rd referee may also be asked to contribute to the evaluation process. If one of the referee reports is positive and the other negative, the article can be sent to a third referee or the Editorial Board may review the referee reports and make the final decision.
4. It is confirmed that the articles sent for publication have not been published before and do not contain plagiarism through a special program used for plagiarism detection.
5. The publication process of the accepted work takes 2-4 months from the date of acceptance of the work.
6. Submission of articles to the journal is free of charge. No fee is charged for articles accepted for publication. A maximum of two publications (of different publication types) by the same author can be published in a single issue.
7. In order to detect plagiarism in academic studies, iThenticate - Plagiarism Prevention Program has started to be used in Marifetname. The program has a comprehensive academic content directly related to the evaluation of academic publications. Every document uploaded to iThenticate is compared with documents in a large database. This database includes more than 90,000 important newspapers, magazines, periodicals and books, as well as more than 17 billion web pages and archives. iThenticate controls databases of over 30 million content from more than 70,000 scientific journals and over 86 million articles from more than 150 publishers. Publishing partners include major publishers such as CrossRef, Gale, Emerald, ABC-CLIO, SAGE Reference, Oxford University Press, IEEE, Elsevier, Nature Publishing, Ovid, Taylor&Francis, PubMed, Pearson, McGrawHill, Wiley, and EBSCO host.
8. Authors who submit articles to Marifetname are deemed to have declared that they have not committed an ethical violation. The works of authors who are found to have plagiarized through the iThenticate program are not included in our journal. The report on this subject is sent to the author.

Referee evaluation process
1. They should pay attention to the principle of confidentiality before and after the review and evaluation process of the manuscripts.
2. Evaluation should be done in an impartial and critical way.
3. While making an evaluation, he should only consider the academic accuracy of the articles, and should not look at whether the idea presented in the article is suitable for him or not.
4. There should be no conflict of interest with the research, authors and/or research funders.
5. While preparing the reports, they should avoid insulting, belittling, targeting and accusing statements, and should use objective and measured expressions based only on the text.
6. It should use clear expressions in the evaluation reports and state the positive or negative results together with the reasons.
7. If they have a negative opinion about the article or want correction, they should definitely offer "alternative suggestions".
8. The referees should evaluate the articles within the time allotted to them, otherwise they should inform the journal within a reasonable time that they will not be able to evaluate.

Dear Referees, you can follow the steps below to evaluate an article sent from the system:
1. Login with your username and password.
2. Log in by selecting Marifetname in the top menu.
3. Click the “Articles in Process” button on the left.
4. On the page that opens, you will see the name and status of the article you are asked to evaluate. Click on the name of the article.
5. On the newly opened page, you are asked whether you agree to evaluate the article. To accept, you need to click on the "I Want to Evaluate" button in the green part.
6. After accepting the evaluation, you can download the article file by clicking on the "Evaluation Version" title in the dialog section. You can evaluate the article by clicking the "Fill and Submit the Form" link on the same page. Note: The online referee form opens in the CHROME browser without any problems; In EXPLORER, an error may occur due to security settings.
7. After filling out the entire form, you need to click on the “Save and Finish” button.
8. If there is an additional file on which you have edited, you can upload it to the system from the ADD FILE-SEND section.
